4-year sentence given for sex crime

An Ironton man made one last tearful plea to the judge before being sentenced on sex crimes Wednesday in Lawrence County Common Pleas Court.

“I’m 21 years old. I don’t drink. I don’t smoke …” John Scott Pifer said. “I’ve got a mother that’s raised me in church that I love dearly. I’m afraid something will happen to her if I’m gone that long.”

Pifer, of 1417 S. Sixth St., pleaded guilty Wednesday to second-degree pandering obscenity involving a minor and fourth-degree unlawful sexual conduct with a minor.

Assistant prosecuting attorney Jeff Smith recommended Pifer be sentenced to a total of four years in prison. According to Smith, the victim in the case was 15 years old.

“You can put me on probation until the day I get put in the ground,” Pifer pleaded.

Judge Charles Cooper agreed with the prosecution’s recommendation and sentenced the man to four years in prison.

Pifer must also register as a Tier II sex offender, which means he is subject to registration and verification requirements every 180 days for a period of 25 years.

In other cases:

• Joseph Willis, 37, of 1219 Penobscot Trail, Ironton, pleaded guilty to a third-degree count of grand theft and three second-degree counts of burglary. Cooper set sentencing for Sept. 3.

• Shelly Miller, 26, of 718 Mulberry St., Ironton, pleaded guilty to a third-degree count of harassment by an inmate. Cooper set sentencing for Aug. 27 and set bond at $50,000 own-recognizance and GPS monitoring.

• Kevin Pemberton, 43, of 132 Locust St., Coal Grove, pleaded guilty to counts of fifth-degree breaking and entering and misdemeanor receiving stolen property.

Judge D. Scott Bowling sentenced the man to four years community control sanctions under intensive supervised probation, $1,000 restitution and 200 hours community service.

• Jerry Frye, 54, of 201 Kelly Lane, Chesapeake, admitted CCS violations and was sentenced to 18 months in prison.

• Charles Bartrum Jr., 23, of 8027 State Route 522, Pedro, was arraigned on a bill of information of fourth-degree receiving stolen property, to which he pleaded not guilty.

Bowling set bond at $20,000 OR and set a pretrial for Sept. 17.

• Kimberly Fannin, 50, of 1222 Jackson Ave., Huntington, W.Va., was arraigned on counts of fifth-degree possession of drugs and misdemeanor theft, to which she pleaded not guilty.

Bowling continued bond from a lower court, added a $10,000 OR bond and set a pretrial for Sept. 3.

• Brandon Rymer, 28, of 511 Washington St., Coal Grove, pleaded guilty to fourth-degree receiving stolen property and two second-degree counts of burglary. Bowling sentenced the man to six years in prison.

• Melissa Doss, 28, of 11287 County Road 1, Chesapeake, pleaded guilty to counts of fifth-degree breaking and entering and misdemeanor possession of criminal tools. Bowling sentenced the woman to four years CCS/ISP, six months of in-patient drug treatment and $500 restitution.

• Charles Riley, 26, of 11287 County Road 1, Chesapeake, pleaded guilty to counts of fifth-degree breaking and entering and possession of criminal tools.

Bowling sentenced the man to four years CCS/ISP, $500 restitution and 200 hours community service.

• Daryl Bryant, 32, of 181 Rosebud St., Coal Grove, pleaded guilty to a fifth-degree count of possession of drugs and misdemeanor counts of falsification, criminal trespass and resisting arrest. Bowling set sentencing for Oct. 22.

• Reginald Kinstler, 35, of 1500 N. Fifth St., Ironton, admitted CCS violations and was sentenced to 80 days in prison.

• Lisa McCallister, 37, of 406 Spruce St., Ironton, was arraigned on a bill of information of fourth-degree OVI, to which she pleaded not guilty. Bowling continued bond from a lower court and set a pretrial for Sept. 3.

• Jason Brammer, 31, of 8029 County Road 107 Lot 146, Proctorville, pleaded guilty to three fifth-degree counts of breaking and entering. Bowling sentenced the man to four years CCS/ISP, 200 hours community service and $120 restitution.
