Pair gets 3-year prison sentence for selling heroin

A man and woman arrested in September for selling heroin are headed to prison.

Rudolph Marion-Turner Stepney Jr., 41 of 9338 North Martindale St., Detroit, Michigan, and Deana Debord, 45 of 4083 Owl Creek Road, Lucasville, each pleaded guilty to a third-degree count of aggravated trafficking in heroin.

Other charges of trafficking and possession of heroin were dismissed.

Judge Charles Cooper sentenced both defendants to three years in prison and a six-month driver’s license suspension.

At the time of their arrest, the pair was staying at the Grandview Inn in South Point and confidential informants made controlled purchases of heroin from there.

In other cases:

• Mark Johnson, 35, of Township Road 1339, South Point, was sentenced to four years community control sanctions under intensive supervised probation and $330 restitution. He previously pleaded guilty to an amended count of third-degree attempted felonious assault.

• Brenda McFann, 42, of 1957 County Road 44, South Point, was arraigned on a third-degree count of trafficking in drugs, to which she pleaded not guilty. Cooper set bond at $15,000 cash or surety and set a pretrial for Dec. 30.

• Henry Runyon, 39, of 811 Township Road 161, South Point, was arraigned on three third-degree counts of trafficking in drugs, to which he pleaded not guilty. Cooper set bond at $30,000 cash or surety and set a pretrial for Dec. 30.

• Walter Bocook, 43, of 523 Rockwood Ave., Chesapeake, was arraigned on a fifth-degree count of trafficking in heroin, to which he pleaded not guilty. Cooper set bond at $10,000 own-recognizance and GPS. A pretrial was set for Dec. 30.

• Franklin Woods, 34, of 227 Township Road 130A, Chesapeake was arraigned on a bill of information of third-degree gross sexual imposition, to which he pleaded not guilty. Bond was set at $100,000 cash or surety plus OR. A pretrial was set for Dec. 30.

• Gina Anderson, 28, of 2648 Fourth Ave., Huntington, admitted CCS violations and was sentenced to 20 months in prison.

• Michael Russell, 24, of 304 Fourth Ave., Chesapeake, was arraigned on two fifth-degree counts of aggravated trafficking in heroin, to which he pleaded not guilty. Cooper set bond at $20,000 property, cash or surety and OR. A pretrial was set for Dec. 30.

• Brandon McComas, 18, of 749 Rockwood Ave., Chesapeake, was sentenced to four years CCS/ISP, STAR, 200 hours community service and a six-month driver’s license suspension. He previously pleaded guilty to one fourth- and two fifth-degree counts of trafficking in drugs in Judge D. Scott Bowling’s courtroom.

• Anthony Allen, of 154 County Road 450, South Point, was arraigned on a fourth-degree count of trafficking in heroin, to which he pleaded not guilty. Bowling set bond at $25,000 cash or surety plus OR and set a pretrial for Jan. 13.

• Clifford Black, 57, of 401 Washington St., Coal Grove, was arraigned on three third-degree counts of trafficking in drugs, to which he pleaded not guilty. Bowling set bond at $50,000 OR and set a pretrial for Jan. 13.

• Matthew McDonald, 32, of 59 Township Road 1414 Chesapeake, admitted CCS violations and was sentenced to 68 days in prison.

• Julie Hall, 39, of 154 County Road 450, South Point, was arraigned on two fourth-degree counts of trafficking in heroin, to which she pleaded not guilty. Bowling set bond at $10,000 OR, $2,500 cash or surety and GPS. A pretrial was set for Jan. 13.

• Damien Fox, 30, of 127 Township Road 1021, South Point, pleaded guilty to a misdemeanor count of theft. Sentencing was set for Jan. 6.

• Misty Moore, 46, of 695 Patties Lick Road, Morehead, Kentucky, was arraigned on a fifth-degree count of theft, to which she pleaded guilty. Bowling sentenced the woman to 11 months in prison.
