Former Ironton Police Sgt. Beth Rist attends her arraignment Wednesday with attorney Warren Morford.
Officer’s pre-trial set for Dec. 9

Former Ironton police officer Beth Rist was arraigned today in Lawrence County Common Pleas Court and then released on a $5,000 own recognizance (OR) bond.
Rist appeared at 8:45 a.m. before Judge D. Scott Bowling along with her attorney, Warren Morford, who pleaded not guilty on her behalf.
Lawrence County Prosecutor J.B. Collier Jr., told Bowling that because Rist was summoned to court and did so, and because she has been a lifelong resident of Lawrence County, he had “no problem with an OR bond.”
Morford noted Rist was originally summoned to appear Dec. 10 and the arraignment had been moved up without his knowledge. He told The Tribune Tuesday evening he did not know why and had not been given any reason for the arraignment date change.
Morford said he had not asked for the change.
Bowling said the case will be heard by Meigs County Common Pleas Judge Fred Crowe, who often sits by Ohio Supreme Court assignment in other counties on an as-needed basis. A pretrial conference was set for Dec. 9.
Four people attended the arraignment.
Rist was indicted last week on one count of tampering with evidence in connection with a traffic ticket she wrote in August. The maximum penalty for a conviction on that charge is up to 5 years in prison and up to $10,000 in fines plus 3 years post-release probation.
Rist was fired last month by Mayor Rich Blankenship as a result of an investigation into that traffic ticket. She sought and was granted a grievance hearing last week in an effort to get her job back. She was a 13-year veteran of the police department.

Here we go again! When's the last time you've seen JB in a courtroom? Almost always its handled by an Assistant Prosecutor. Heck, you rarely see JB at a MURDER trial!! I guess maybe he was asked by influential people to handle it personally?? Just wondering.
Or maybe he's handling it because he knows the GIGANTIC financial liability he has exposed the county to?? As soon as Beth shows, and it won't be difficult, that this whole thing is outright discrimination, expect to see ACLU lawyers and others renting hotel rooms.

Everyone will just have to wait and see what shakes out. If the facts that were presented in the Tribune were correct, and she did knowingly write a ticket to the wrong person, I gotta believe she's screwed. If it's true, It's going to be interesting to see how her attorney tries to rationalize that part of the story.

I just heard IPD has a list of names of people they are not to give a ticket to if they stop them. I guess if that is true that is why the city employee was not charged for spouce abuse.

I understand your point MC, but I don't see it washing. Those incidents are alleged where hers has a complaint in writing, along with the ticket as evidence. I don't see the Judge allowing the trial to develop into a mud slinging contest.

Turbo, every depaartment allegedly has a list of people to whom they are not to write tickets. In well over 20 years of carrying a badge, I never saw one.

THAT is the problem with city/county insurance "claims and threats of suit." It's cheaper for them to "settle out of court" than it is to go to trial. I've seen it happen more than once.

That will depend on how big a "Green Wienie" sandwich she has, and who will be forced to take a bite if she continues. Of course, we will never know the whole story if that happens. All parties will have to sign some sort of non-disclosure document, and it will be buried.

The Mayor cannot talk publicly about what happened in the hearing last week because he is bound by the FOP contract; and speaking publicly about termination hearings is not permitted.

Hey, if she wrote a ticket to someone whom she KNEW wasn't the driver, she broke the law.(I useta be a cop in Lawco, so I know!) And if she REALLY wanted to help the driver she'd stopped, she woulda merely made the passenger drive, & followed them home. This whole incident loox pretty bizarre to me.

I would like to see some answers to some of the question. The people have put forth on here. What happened to the daughter of auditor who stole 10 thousand why wasnt she charged? And the officer who had sex in uniform what happened to him? I bet the speedway worker got fired. I am sure that we wouldn't like the answers. I feel like Ms. Rist is being unjustly fired when there was other ways of taking care of the problem would have work also. Suspencing her and demoting her would have work also. Taxpayers are the ones losing on all of this.

I am sorry but I think more will come out in this trial than Ironton can afford and I don't mean financially, the corruption that is in this county makes it look like little Chicago again I think that we have very few honest political people and if they are honest when they go in they are usually crooked when they leave office. Such a shame regardless I support Beth 110%, and am glad to see that she has a sitting judge from another county now they just need to find a biased jury, there couldn't be one in this county for this trial, I think maybe a change of venue (I think that is what it is called) would be appropriate.

It wasn't until they stripped her of everything she has achieved that she found herself backed into a corner and at this point she would take on rocky balboa! I wonder if any other officer down there, or even the chief, would have went through what she has and still be standing. If she done something illegal?..then why is her attorney stating that she did not, and why is she still fighting.....Don't think this woman is afraid of anything or anyone....Not even the big bad prosecutor. To Shooter.....maybe you are a lawyer that did not have the balls to take Rist's case...MORFORD DID!...He is not afraid of JB...and the threats JB has made to Rist or her possible jail time. JB made a huge mistake....when he made that statement to the press. Grand Jury will listen to the prosecutor and do what he tells them to do. I find it very interesting that they did not indict her on perjury....Guess that means she never lied!.....Just a note to any law enforcement officer out there in the future, if you get in this situation....Call "BUTCH" and I do not mean Beth...Since so many of you on here trying to bring other issues into this incident...TRUTH WILL SET YOU FREE.....

There is nothing sinister with the eat a bean saying. Being born and half raised in "Da Grove" I ate alot of beans in the 50's and 60's.

Why are you bringing the Mooney case up? After being wrongfully imprisoned for a year, he was freed of all charges because he did not break the law.
I keep seeing the word 'discriminate' being used when talking about Rist's plight. Anyone want to explain why she is being discriminated against? There has to be a reason and most of you act like you know why, but you won't say why.
And MC, the only thing you cook up is BS. You claimed Pad's opinion didn't matter about local issues because he didn't live here, yet you are so far up another posters ying yang that's not from here giving opinions. In this instance Beth is being singled out from her peers for possibly making a mistake in judgement.
All, or nearly all IPD officers, have done the same thing, but THEY weren't indicted.
THAT'S discrimination.

I believe, for the most part the general public has no idea what goes on behind the political line. Most every ex-cop I know, including myself has gotten out of the business for political reason. As my chief once told me "sometimes people just don't want good law enforcement". It doesn't matter if you are a good cop or a bad cop, all that matters is what 'they' say about you.
I was a cop. I can spell but I make typo's sometimes. Anyway, back in the day, I had to enter reports into NIBRS... I don't think high school English is always a prerequisite for police academy. Some of those reports are literary nightmares.

Jamie, by her own admission, engineered an illegal phone recording of a conversation with Beth.
I'm assuming Beth and Morford will file the complaint at an opportune time.
And if JB, the chief or mayor ASKED her to do it, then THEY are guilty of an illegal wire tap as well. They will have also trampled on even more of Beth's civil rights.
It seems to me that JB needs to ask the state for a special prosecutor as well. There is NO WAY he could be unbiased towards Beth, one way or the other.

Well, I've been reading these comments and never thought i would want to put my two cents in, Now i'm unable to keep my trap shut!
I myself have been around this area for 45 years and i know alot of the officers that are w/the department now and some that have moved on.
I have been to bars w/officers, They have also gave my drunk a** rides home before, I've even done other things w/several officers. They have also came up to me and talked while i would be in a restaurant after a night in the bars, knowing i was intoxicated, walk next to me while i get in my vehicle and drive home.
I've never had any issues w/any Ironton officer! Infact i like alot of them that are employed w/the IPD.
I guess the whole point of my comment is, Every officer there has done wrong at some point. I don't know Beth as well as i know some of the other officers there, But why in this world should she be fired for a f****** ticket?
I could understand if Beth would have killed someone or was just plain lazy..... I myself feel like IPD just wanted rid of her.
My heart breaks for Beth! She always wore a smile on her face no matter what she was doing. Now looking at the ironton tribune, it looks as if she's wondering what are they gonna try and do next!

If I had been the one who ran a stop sign, driving with no insurance and a suspended license, I would have gotten a ticket and maybe had my car impounded; the point being that B Rist should have just given the person a ticket , period....but as a lot of posters have been saying, that in itself shouldn't warrent being fired !
Nor should it cause her photo to be plastered all over the front page (does anyone remember if Fouts picture was displayed in that manner)
She was right to have hired an attorney from outside of this county, and I hope she prevails against the good ol boys system.
P.S. I don't know officer Rist and have never met her, but this is just clearly a vendetta against her .

It is refreshing Payton to see so many people taking up for Beth. Skywatcher...thank you for seeing this as it really is. People that I am sure would stand tall at her side when the time comes. I have sat back and listened intently for the past few days,many times I sat in awe. I had a few questions answered for me and I must say I have met some of the most amazing people. Strong individuals whose character and kindness reign above the norm. It's my understanding that someone asked (in a concerned caring way)..."What is it you want Beth?" to which she replied.."I want my name cleared, I want my job and rank back and I want an apology..I have no desire to hurt anyone in this process and will sign whatever I need to assure you I won't sue..I want my life back". I thought to myself..Good God Beth why on earth would you want to protect the people who have done you so wrong? Why would you even think of protecting those who have literally gone out of their way to ruin you? I knew the answer to my question before I even thought it.. That's her character..It was once said "Any fool can criticize, condemn, and complain but it takes character and self control to be understanding and forgiving." Well folks..that offer was refused by the mayor! I believe he may have said something along the lines of "I'm being forced to do this" I also believe Jim Carey stated that if they bring her back he will resign! NOW I have another few questions..Who is forcing you Mr mayor? Why would you resign Mr Carey? Are you two men that afraid of her? This is now personal folks..Beth has and will continue to prove that what is being done to her is an abomination. Personally...I think she should stop being concerned over what this will do to her peers..she should contact her lawyers..tell them shes had enough..and get ready to rip this town apart. I have the solution to this situation. Let ex-Sgt. Rist call a family member to come to court and face the charge for her. That way she can keep her job and keep her record clear and they can have the charge and consequences on their record. Seems fair to me.

Retro, we come together as one voice not ONLY for Beth, but for everyone who has had the unfortunate opportunity to deal with IPD or the city.
Most of us KNOW Beth, others relying on our judgement. What Carey, Blankenship and JB have done to her is SOOOOO wrong it boggles the mind. What does Beth know that is so sinister the city went after her over a traffic ticket?
I sincerely doubt its about Jamie or her mother. Neither has enough "juice" to make a glass of lemonade.

itown, I don't think I'm jealous of anyone but I suppose it's possible. Envious perhaps would be a better word. But not of Officer Rist or any other cop. I wouldn't have their job but I'm glad they're there to do it. I've done OK and am well blessed.
Having said that, what disturbs me is that it seems her supporters want to have their say and as long as I agree with them they're cool with it. But when I disagree, question, offer my own opinions, suddenly they disparage me in every way imaginable and some want to castrate me (assuming I am male), expose my personal identity etc., as an example and a deterrent to others I suppose. They are guilty of the very thing they accuse me of... hate. Does that sound like America or someplace else.

Iam visiting for the Holiday family and friends in Ironton. I have to share that the last time I was in Ironton was for my good friend's funeral, after an IPD Officer drug him to his death 10 blocks. I'm having a hard time as other family and friends of seeing the pictures of RIST over and over again and all the statements of her being criminally charged for writing a traffic violation. My dear friend was drug 10 blocks to his DEATH by an IPD Officer and there were NO charges. There is definately something wrong with this big picture. All you have to do is step back and look at the big picture here. Maybe we should pass this on to our friend AL and he can find out why the Officer who drug my friend to his death was not charged, but we have another officer being charged for a traffic violation ticket she wrote.
Beth it's been a long time since I have seen you, but I want you to know that my family and I are not taking this lightly and we will MARCH again and will not be silent! I don't think Ironton is stable enough for another can of worms to be opened, but it's about to happen. Guy's family and friends are not taking this well at all and we have questions we still want answered. God Bless and Good Luck!

To Black magic.....I thank you as a supporter of Beth Rist...since she has been put on a gag order she cannot speak for herself. She (Rist) sits back and watches the media and the police department, collier, etc....bash her good name...If you check in the public records I believe Rist helped Guy Thomas out on many occasions. I also have heard, that Rist was there when his body was drug into the parking lot of the police department. ACLU supports all minorities.....thank you for your response...I will be sure to move this information to Ms. Rist.

But I would be embarrassed to even get on here and be against her. It just makes you look so foolish to be on here saying all this over a ticket! Retro, seriously, just let it go like I did. These Rist supporters are like vultures pouncing all on you at once with their insults and such when you ask legitimate questions. When you disagree, instead of giving an example of why you are wrong, they start name calling.

You have a police officer that gave a ticket to someone instead of the guilty party and let the guilty party walk away, then you have an attorney who was once disbarred due to illegal conduct defending her? Thanks for your advice, VIL, it's probably the best advice I've had for awhile but I'm having a difficult time turning loose of something so blatantly wrong and motivated by ignorance.
"Oldschool" hit the nail on the head and brought the picture into sharp focus. It's really so simple that it escapes them while they're trying to make it something that it isn't.
I think they are embracing a strategy recommended by one of their heroes. He said, "When you have the facts on your side, argue the facts. When you have the law on your side, argue the law. When you have neither, holler". That explains why they're hollering. They've nothing else in their playbook.
When you get to court it isn't about favoritism or who else did something irregular. It's about the charges, the evidence, and the law.

From what the media has made clear it is simple and well known.....Collier "THIS IS THE RESULT OF RIST FIGHTING HER TERMINATION."....If the girl needed to be indicted for a crime, indict her. I believe the statement made to press, will play a role with a jury. "Drop your grievance or you will be indicted.".....Sounds like a threat. Old school must be a "Karl Rove Republican". He sure likes distorting the facts. Attorney Morford was not disbarred, he was temporarily suspended over a child support issue, not as you implied a drug junkie.
IF the chief wants to head off Beth's "Past Practices" defense, he should have EVERYBODY at IPD including himself take a polygraph test and asked this question: Have you EVER in your career turned in a citation which you KNEW was not completely accurate? Have you ever cited someone for less miles over the speed limit than your radar showed? Have you ever "fudged" your shift report for anyTHING or anyBODY?
Toss JB and the mayor into the hot seat, too. Ask questions to determine if they have ever knowingly altered or changed any public record or report, includingly expense reports, or reports to state/federal officials pertaining to grants.
Then let he or she without sin continue casting the first stone.
Another question, why call in a different JUDGE? Asking for a special prosecutor I could see, but why an out-of-county judge. Was JB afraid our local judges would see what this is all about and have the charges dropped, Beth reinstated to full rank, and have a complete transcript of the proceedings sent to the Ohio Attorney General?

Turbo, the badge isn't rusty, it's shined up and sitting on my retirement plaque. 28 years was long enough to work the streets in Columbus. The few times I've met Beth, she seemed to be personable, capable, and someone I wouldn't mind working with. She is accused of allegedly having a brain cramp and committing one of the worst things an officer can do. She has allegedly, knowingly falsified this event. Granted, it's a traffic ticket, on the surface, not a big deal. But in the larger scheme of things, any future criminal case she is involved in, the defense attorneys will have a field day. When presenting evidence in court, the only thing an officer has is the integrity of their word. If the charges are true, she has whizzed hers out the window. I have never heard of an officer doing something like this. I've had the driver and passenger try to switch places, while pulling them over, but never have I heard of an officer calling a family member to the scene and offering to write the ticket to them, instead of the offender. I'm not bashing Beth, so don't start with the brow beating, I prefer to wait until all is done. I don't think that the judge will allow this to become the forum to air all the dirty linen on IPD. They will pretty much have to stick to the specifics of the charges, did she or did she not tamper with evidence. Those of you that are supporting her, by all means go to the trial, but please remember that you are visitors, and keep your mouths shut during the trial. It will do her no good to have a bunch of loudmouths disrupting the proceedings. Undoubtably the media will be there, if you get a chance to say something positive about her, do it. Just don't come off like the sterotypical hilljack talking about the tornado that took your trailer away. Keep to the specifics of the job she has done, and why you support her. That will have a far more positive effect on public perception.

Let them do what they want to do to her. I am waiting for the lady from Cleveland and ACLU and Nancy Grace....who cares about a ticket or if her credibility is ruined. She won't have to work after these people get ahold of all that can be accused of discriminating against her. I think her facing jail time is her basically standing up for her civil rights that have been violated so many many times by others. I would also like to bring to mind that it is impressive that most people supporting this young lady are 50 or over. They have been here for 13 or 14 years and they have witnessed her performance and how she has been treated by other chiefs, Captains, patrolmen and such. She herself has made it clear to several people that these young officers that she has worked with have not initiated the discrimination. There is no doubt in my mind that Beth will be vindicated after arbitration. Then the next hurdle will be the "tampering" charge. If the judge allows the "discrimination" or "Past Practices" defenses, she has a good chance there, also.

The charge is Tampering with evidence......knowledge of the wording of such an indictment will show common citizens what they need to know. I looked it up and I believe two words in there can change this thing in her favor. They should have made something else to make up about this.

One more thing that seems very crucial in all of this mess.
Why did this Jamie Sparks pay the fine?????. That in itself is admition of guilt. This should have been a done deal folks. Then why did she wait three weeks to complain. If the officer made ME take a citation by force, I would have told her boss ten minutes later. Sounds fishy huh?

Well the cops that have covered up things in the past need to pay for their dirty deeds they have done! I bet they are getting scared. Possibly loosing sleep. That is what I am saying Vil...but why pay for a ticket if you were not guilty. The ticket from what I have heard is for the car registration only. The ticket was not given to this girl for something she actually did or did not do. The girl was called to come and pick her mother up because her mother had no license. Obviously this girl came and picked her mother up so she got behind the wheel to drive her mother home that this cop was giving a break and then issued a ticket for expired tags....Vil...if you have a lawyer friend ask him and I am by far a legal mind in this matter. I do have knowledge of this particular case. I also hate to see people on here giving you such a hard time, this is freedom of speech. I believe this officer was still doing her job because the radio person at the station told over the police radio that tags were expired or something of that nature. I have also heard that the possible fines that would have been like 700 or 800 dollars if the mother was charged, and think the car was going to be taken as well. So this Jamie takes responsibility for the car she is now driving having expired registration. Think about if folks. Big break in cost of fines, keep your car and have a nice day. No problems from this girl until the state of ohio wants to take license because her mother had noo insurance. Now the part where This Jamie then calls and threatens this cop on her personal phone, cop tells boss, cop tells jamie call station to get the threat recorded. Still with me?
This Jamie already witnessed the compassion of the cop so she thinks she can now bully her into getting her license back, which the cop refused. The cop did not threaten this jamie. I wonder why no charges were filed against the jamie girl ?...I can find out more if you have any questions.

Maybe they will just drop all of her tickets like they did when the cop ran over guy thomas and drug him down the street. Fouts cases I believe were dropped. Be alot of happy people if they do that but cost the city alot of money on all of the tickets that were written. The more I read the more questions I have.
1. Who was the car registered to?
2. If Jamie was the car owner isn't she still guilty of not having insurance, sticker?
3. If Dolly has any advanced-age symptons, her family should have taken or disabled the car to prevent it from being driven. Did they?
4. If Jamie knew her mom's license were suspended, the tags were expired and there was no insurance....I would think Jamie losing HER license was a bargain to keep Dolly out of jail.
5. Why did Bowling decide to use a special judge? Maybe he knew he'd have to rule against JB and that would cause him problems within "the party"?

How is this different than a parent requesting their child not be ticketed for an offense. They want the ticket instead, so that their insurance rates don't skyrocket AND so they have better control over the child in the future.
I can hear the conversation in my head " Ticket me instead. I'll pay the darn ticket, but I'll teach "junior" more about law-breaking than a slap-on-the-wrist-judge.

Missed some stuff because of work but another question can be raised here. How many officers at IPD have witnessed another officer flush marijuana down the bathroom toilet?
My guess is quite often and probably witnessed by dispatchers and staff at IPD, that can be subpoena.
How many officers have taken evidence home and now have possession of that evidence and use if for their personal use?
I believe there is also a time limit that evidence has to stay logged in and kept for so long before destroying it.
I have also heard that guns that should be kept in evidence room used in other crimes, have been issued to officers for personal use.
I also believe there should be an accounting of monies placed in evidence and drugs, jewelry, cameras, "Video",
knives, tools that were stolen, and maybe never returned to the owner, weedeaters,mowers, but kept by officers instead. 4- wheelers?....on my goodness my show is getting ready to come on and I am just rambling. sorry....

Lastly I find it amazing how after how police department handled Thomas case and JB Collier did not push an indictment on him, but threatens and attacks female officer. Oh my word got to squeeze this in....To all of the people in Ironton that has a had their children's bike stolen and never recovered.....PD just says that there are more important crimes...HA! They keep them stored in the old pd down by the post office and then sale them at the auctions to make money. I think its funny how someone mentioned that we were like a bunch of vultures and we all attack at once. But what they don't realize is that the one good and decent officer we had is no longer on the streets protecting us! An now we would be better off just to defend for ourselves. How can people not get upset and not want to stand up for her. It must be fun to get up everyday and play dress up with their little uniform and badge. An pretend to be big and bad. OK it was nothing...just a little argument. Has anyone been listening to the scanner lately?...awful quiet. hhmmmm. Seems people in Ironton are not calling police as often has they have in the past. I heard that long ago a fairly new officer bullied a man at a gas station where the car lot is now...Think across from Burger King, (was).
Who covered that up...?..Just old and remembering things from years ago. Also does anyone remember the man that was driving to the bank with $90,000.00 in a bank bag?..He had a heart attack and wrecked and sadly passed away. When his wife went to the police department to retrieve that very large amount of money. The police said that they did not find any money in the car....OMG!.....I know this lady but I do not want to say right now...4victims....if you know so much then you must have an inside scoop on the details...don't forget about that one...ok...God Bless the city of Ironton.....guess they are going to need it...

Never been a jail bird, although I have taken many people to spend time at Franklin County and Lucasville. Never said I wrote a ticket to a passenger, said that I had had them try to switch places while I was pulling them over, it didn't work. I wouldn't know JB if he hit me with a stick, although I assume that he is relation to the same Collier that was a judge when I left town about 40 years ago. I hate the Good Old Boy network as much or more than any of you and routinely vote against them, unfortunately they never seem to get voted out. As for the name of the Hustlinhillbilly, that was given to me on my second overseas tour to Thailand. As for my bashing Ms. Rist, I stated before, I'm not bashing her. Just having trouble understanding why she would even consider doing something like has been alleged, and she pretty much admitted. You either write a citation or written warning to the individual you stopped, or you carefully explain what they are doing wrong and let them go. Officer discretion allows that you have those options. I'll wait until it's over and see how it shakes out. Her supporters should get organized, and put forward a positive and intelligent display. Although whoever is in charge of it, might want to rethink using some of this group. They have a lot of passion, but their presentation leaves a bunch to be desired.

I along with others in this community that are witnessing what is happening are simply declaring it is wrong! I believe that a very good cop that worked for IPD in the past, was also bluffed into quitting just because they wanted to get rid of him?..A fine young man who I believe works at collins career center and a great cop.. Do you know why the attack on him?...Because he gave a deposition in the first lawsuit this officer filed and told FEDS that she (Beth) was harassed on a daily basis. You know who you are and Beth speaks highly of you...But not long after he was forced to resign with only allegations. There was nobody that complained on that officer. This is another example of the abuse of power at IPD. So if he wants his job back, call us and we will hook you up.
