Eight petitions disallowed by BOE

Three incumbents’ petitions voided

Published Saturday, August 22, 2009

IRONTON — The race for Ironton City Council got a little less contested on Friday.

The Lawrence County Board of Elections disallowed the nominating petition of current councilman Ralph “Butch” Huff, ruling it did not meet the minimum threshold of 50 valid signatures needed to declare his candidacy for re-election.

The board voted unanimously at its Friday certification meeting to disallow Huff’s petition along with seven others that were deemed unacceptable based on a myriad of errors and in two instances, questionable signatures.

In Huff’s case, the board voted to disallow his petition after election workers were unable to find at least 50 valid signatures from registered voters within the city of Ironton listed from the 69 signatures Huff submitted with his nominating petition.

All candidates for Ironton City Council were required to garner a minimum of 50 valid signatures from registered voters within the city in order to file.

Prospective candidates often times submit their nominating petitions with more than the required minimum, but are not permitted to submit petitions containing more than three times the number of signatures needed.

While Huff’s name will not appear on the November ballot, he could still file as a write-in candidate. Sept. 2 is the deadline for candidates declaring themselves as a write-in.

With Huff currently off the ballot, the battle for the four open seats on Ironton City Council comes down to six interested candidates.

They include incumbents Bob Cleary, Leo Johnson and Mike Lutz along with former councilman Hugh Scott, former Ironton police officer Beth Rist and long-time Irontonian Dave Frazer.

Those who also saw their nominating petitions disallowed unanimously by the Lawrence County Board of Elections were:

Vic Hopper, Sr. (Hamilton Twp. Trustee) for submitting a photocopied petition with a photocopied signature.

Don Rigney (Windsor Twp. Trustee) for submitting a petition with an incomplete circulator statement.

Don Fitzpatrick Sr. (South Point Village Council) for insufficient signatures.

Allison Layman (Athalia Village Council) for submitting a petition with an incomplete circulator statement.

Bernard Kincaid (South Point School Board) for submitting a petition with a signature under question that, by state law, voided all other signatures on that specific petition sheet.

Randy Mullins (Elizabeth Twp. Trustee) for submitting a petition with a signature under question that, by state law, voided all other signatures on that specific petition sheet.

Grover Smith (Chesapeake School Board) who died earlier this month.

Along with certifying all other nominating petitions, the Lawrence County Board of Elections certified four tax levy’s that will appearing in certain communities and townships on election day.

Certified were fire protection renewal levies for Lawrence Township (1-mil), Chesapeake (1.5-mil) and Upper Township (2-mil).

Voters in Coal Grove will also have to decide on approving a 1-mil operating levy for five years. In 2008 voters rejected passage of a similar renewal levy that brought in nearly $19,000 annually.

Election Day is Tuesday, Nov. 3.

I thought for sure this was going to be Beth Rist, and there would be a huge bru ha ha over it, false alarm.

If she loses, she'll file a lawsuit. She's proven that that's the way she rolls.

Posted by swimmingupstream (anonymous) on August 23, 2009 at 9:14 a.m. (Suggest removal)

She won't lose. She'll lead the ticket.

Rist will be the next Sanjaya Malakar.

Ironton Idol anyone?

Vil,
The way you post comments when its time for election, I would suggest you take a vacation. Last years County Commission election was so upsetting to you also. Take a vacation.

Beth filed the first lawsuit because she wasn't being treated fairly after putting up with crap for years. Guess what!? The city settled out of court. I admire her for standing up for herself, both then and now. I believe after she's elected she'll stand up to the mayor and others when she's fighting for us. But I do see her willing to work with council and the mayor to get our finances under control and tackle all the other big problems we'll be faced with.

I'm not trying to turn this article into "just another Rist article", so thats all I want to say...for now.

MasterChef,
You are so right. We need a council that will work to correct the city problems. Talk does not get the job done.

I glad to see so much support for Butch Huff. That is what we're suppose to be commenting on...right?

Posted by turbo (anonymous) on August 23, 2009 at 1:55 p.m. (Suggest removal)

foogi,
Butch boy did not work on getting the signatures he needed. So maybe he would be negligent with the Council also. So what is to be discussed?

I can't understand why the city nor the county will at least put their minutes on a website. So much for transparency. LOL

Wel, Butch is on council now, so he should understand the simple rules. No wonder the city is always going broke, and getting gigantic fines from gov't agencies.

go Beth, rock the city council baby girl........ tear em up, show em how it is done...... I am glad that there will finally be someone in council that cares for the people like Beth..

YOU GOT MY VOTE BETH RIST

Posted by whoswho (anonymous) on August 23, 2009 at 3:17 p.m. (Suggest removal)

We need a strong person for city council and think Beth would be great...VOTE FOR BETH RIST !!!!!

Posted by MasterChef (anonymous) on August 23, 2009 at 3:26 p.m. (Suggest removal)

I believe Beth is running because she feels compelled to serve the city she loves so much, in any capacity available.

I don't believe she is running for a revenge/sock-it-to-'em reason. I truly believe she just loves us, although why I don't know.

Posted by barkbeetle (anonymous) on August 23, 2009 at 3:41 p.m. (Suggest removal)

Whether or not she is running for either reason this is going to be a fun race to watch, let the mudslinging begin...And nobody's fault but Mr. Huff's he didn't get enough signatures, maybe he can pull a Charlie "DINO" Wilson and win on a write-in candidacy.

If Beth is still on probation they will find a way to prevent her from serving even if she gets enough votes.

How about that Dawson-Bryant School Board and Coal Grove Council race. That should be very interesting also.

gotigers,
Guess what?
An IPD officer just resigns? There is an interesting story on this one. Officer resigns so Mayor won't have to charge him and lose his license. This officer has had other problems.

Turbo-give us more information...this could be very interesting!! Wonder how long that he will have to "lay low" before they hire him back..lol??? Keep us updated!

bystander,
I would love to tell, but all comments would be disabled. I am not the only one who knows the story.

Posted by turbo (anonymous) on August 23, 2009 at 9:12 p.m. (Suggest removal)

gotigers,
The resignation of this officer had nothing to do with the other case. This is a whole new illegal incident that happened this week end. I guess he was asked to resign to try to keep it quiet.

Posted by Clarence (anonymous) on August 23, 2009 at 9:40 p.m. (Suggest removal)

Anyone that was at "Shenanigans" last night knows what laws this Officer broke. Nothing like a traffic ticket either! Hopefully we will get to see his picture posted all over the the front page of the tribune tomorrow, so the rest of our names will be cleared.

Like Turbo posted earlier. Not the first time this officer has been in trouble and will probably be reinstated AGAIN as it seems to be normal relations between this officer and the Chief.

Since such a stupid incident happened in a busy public place, I doubt the Mayor will succeed in keeping it it hidden under the rug, if that is his plan.

Here we go again!

Posted by swimmingupstream (anonymous) on August 24, 2009 at 11:33 a.m. (Suggest removal)

To answer gotigers question about the vice mayor's position:

The top vote getter in the upcoming election will become vice mayor in the third year of his or her term. The top vote getter in the last council election will become vice mayor in December when the new members take office. The idea in the charter was that a person would get two years experience on council before becoming, essentially, the chairman of the body and the successor to the mayor.

I've seen it all now!
A commercial on TV with people clipping thier toenails

Posted by MasterChef (anonymous) on August 24, 2009 at 1:04 p.m. (Suggest removal)

michaelOH, you stay away much too long (lol). Considering all the other commercials the toenail commercials are as tame as oatmeal.

We're bombarded with commercials either in totally bad taste, or bad taste for the time slot they're run in.

PMS, feminine hygiene problems and products to cure, Bob and his eriction problems, jock itch, prostate problems, Pepto spots at dinnertime, "bloating" at dinnertime, new medications with side effects WAY worse than the cure the medicine is intended for and even shows like NCIS depicting a mutilitated corpse and the autopsy procedure at meal time and much, much more.

Give me toenails ANYtime!

Later dude!

Posted by Vil (anonymous) on August 24, 2009 at 2:07 p.m. (Suggest removal)

I'll take toenails over these hospital commercials Cabell and St. Mary's keep putting on during dinner time.

Nothing says dinnertime like a doctor sticking a wand up some woman's leg or the other disgusting procedures they are somehow allowed to broadcast before Prime Time TV.

Now, wait a minute-you mean to tell me that an IPD officer exposed his badge and gun in a bar, local police were called, officer "resigned" and this material is nowhere to be found on the Tribune website?

WTF?

Posted by Vil (anonymous) on August 24, 2009 at 4:21 p.m. (Suggest removal)

^^^These are the posts that get comments disabled. The ones that allege things that can't be proven or are untrue against police officers and city officials. 99.9% of these comments are left by Beth Rist supporters.

Posted by Country (anonymous) on August 24, 2009 at 7:23 p.m. (Suggest removal)

If there are witnesses to this event they should just go to the Tribune themselves. They can give their side and then the Police Dept can comment on that. If the officer resigned then that is public info that the Tribune can access. The Tribune can even say they are investigating the rumored incident and more to come when facts are found out.

I have not heard about it and there are 2 different stories on here now. Find the truth and not the rumors or twisted truth.
