Missouri woman’s call nabs violator

One person listed as one of Lawrence County’s most wanted probation violators was nabbed this week in South Point; another turned himself in, but only after expressing dismay at finding his name and mug shot in the newspaper.

Lawrence County Chief Probation Officer Carl Bowen II said Lisa Hastings, 31, was apprehended at a house in South Point last week.

Hastings joined the most wanted list three weeks ago after she failed to report to her probation officer.

Bowen said after The Tribune story was published listing her as a wanted person, he got a telephone call from someone in Missouri advising she was there — moving without informing the probation office is a violation for probationers.

Bowen said the caller had had reservations about things Hastings had told them and had Googled her name on the Internet and found The Tribune Most Wanted story. Bowen then called police in Missouri and asked them to pick her up.

“They went to where she was and flushed her out, she came back here,” Bowen said.

Meanwhile, Jacob Hankins, 21, who joined the most wanted list last week, turned himself in at the APA office Wednesday.

“He said he had a baby on the way and wanted to get things right,” Theresa Bond, of the APA office.

Hankins was on probation for an earlier drug conviction. He got into trouble when he failed to report to his probation officer, violated curfew and didn’t notify his probation officer he had moved. Bond said Hankins had called the probation office Monday and told her he didn’t appreciate finding his name and photograph in The Tribune’s Most Wanted story.

Four more names are being added to the list of Most Wanted probation violators.

To be on the list, one must be a convicted felon who is required to report regularly to the Adult Probation Agency operated by the Lawrence County Common Pleas Court and must have violated the terms of conditions set when placed on probation, also known as community control sanctions.

The new additions are:

Leonard Vaughn, 38, was on probation for DUI and trafficking in marijuana. He is 5 feet 11 inches tall, 165 pounds with black hair and brown eyes.

Ted E. Arrington, 32, was last known to be living in Chesapeake. He was on probation for failure to comply with the order and signal of a police officer and escape.

He is 5 feet 11 inches tall, 225 pounds. He has brown hair and blue eyes.

Wilbur A. Stapleton, 23, was last known to be living in Ironton. He was on probation after pleading guilty to breaking and entering.

He is 5 feet 10 inches tall, 280 pounds. He has brown hair and green eyes.

Beverly Singer, 29 was last known to be living in Ashland, Ky., and was on probation after pleading guilty to one count of complicity to burglary. She is 5 feet 4 inches tall, 115 pounds. She has black hair and green eyes.

Awwwww poor baby got his name in the paper. If he would have done what he was told. His name and pic would not have been in the tribune.

I think the Most Wanted List is great. I just wish the Tribune could get a writer the public can understand. After Hastings was "flushed out," why didn't the Missouri police arrest her? Was she allowed to come back on her own and how did they know she would? I loved the 15 pound woman too and that you have to assume Teresa Bond made the statement about the baby on the way. Am I the only one the Tribune makes dizzy at times!

She was "flushed out" - not caught, she was "on the lamb," and ran when the authorities were "closing in on her." Man, don't you know anything
