Rist elected to Ironton City Council
Lutz leads ticket; Frazer, Johnson face recount for final spot

IRONTON — “She did it, she actually did it!”
Those were the words being shouted from the Fourth Street steps of the Lawrence County Courthouse just moments after former Ironton police officer Beth Rist was elected to one of four vacant seats on Ironton City Council, according to unofficial results from the Lawrence County Board of Elections.
“I’m pleased and thankful for those who voted for me,” Rist said Tuesday night. “The confidence of the residents is important to me based on the way the city has treated me.”
Rist, who unofficially garnered 1,241 votes, finished third in the six-person race that saw the top four vote getters earn seats on Ironton’s legislative body.
Each seat carries a four-year term.
Voters in the city retained incumbents Mike Lutz and Bob Cleary who lead the ticket with 1,520 and 1,343 votes respectfully.
However the fourth and final seat to be awarded might take a few weeks to be decided based on a narrow margin between newcomer Dave Frazer who sits fourth with 1,227 votes and incumbent Leo Johnson in fifth place with 1,217 votes.
Hugh Donald Scott finished sixth with 1,132 votes.
All races with a vote difference of less than 0.5 percent are automatically recounted per state election law.
The Lawrence County Board of Elections will have its official count on Nov. 19 and will include any outstanding provisional ballots not counted in the unofficial tally.
To conduct a recount, the board of elections will count a random sampling of 3 percent of the results from the contested races. If the recounts match the official results, they will stand. If there are any discrepancies the board of elections will recount all the results.
Johnson, who chairs council’s Public Utilities Committee, did not seem hopeful his deficit would change.
“I appreciate the people giving me four years. I wanted the opportunity to serve again, but that’s okay. I have no regrets,” Johnson said Tuesday night.
Frazer said he was happy but tired following a day of last minute campaigning at the new Ironton Elementary and Middle schools.
“I appreciate everyone who voted for me. I’m ready to go,” Frazer said.
For Lutz, the thrill of leading the ticket and being able to name the heads of council’s committees in two years comes following a heartbreaking defeat in council’s last election.
“I’ve enjoyed the past few years and I am honored to be elected to a job I enjoy doing,” said Lutz, who was appointed to council to replace Rich Blankenship when he was elected mayor. “In leading the ticket, it is an important responsibility I will take seriously.”
Cleary, who will begin his 21st year on council with his re-election said the feeling never changes.
“I’m very excited. I look forward for the next four years in continuing with our current projects especially the replacement of the Ironton-Russell Bridge,” Cleary said.
But despite Lutz’s rise to the top, Cleary’s longevity and razor-thin margin between Frazer and Johnson, the night, according to many sweating out results at the board of elections office, belonged to Rist.
Rist, whose 13-year career with the Ironton Police Department has at times played out like a game of table-tennis in terms of both legal wrangling and public opinion, her decision to run was based on paying back residents of the city who have been good to her.
“I just want to help everyone in this city,” Rist said. “It’s been overwhelming with all the support I’ve been given.”
Fired by Mayor Rich Blankenship in October 2008 for admitting to the falsification of a traffic ticket, Rist had her termination reversed by an arbitrator in July who claimed the 13-year police veteran was a “victim of disparate treatment” and that the city “had no just cause to discharge.”
The arbitrator ruled that Rist should be “restored to employment immediately effective upon receipt of this decision.”
However Rist has not returned to work. In September, the city appealed the ruling based on the interpretation of her probation status following her pleading guilty to a misdemeanor charge of falsification.
That appeal followed a July 17 council session where Ironton City Council voted 5-2 to grant Blankenship the authority to appeal the arbitrator’s decision if the mayor decided to.

Okay, here is one of the problems with Ironton - why do we have someone who has been on the council 21 years of their life? That is crazy! There needs to be term limits just like the president. No one should be able to be on a council here or anywhere for 21 years! Then people wonder why nothing ever changes in Ironton - maybe because you are electing people to serve over and over again and yet after seeing no improvement in your town with them in office, you re-elect them yet again and then have people who have been on there 21 years? I don't know some of these people personally, but it would be different if you could use the old saying if "it ain't broke, don't fix it," but Ironton obviously is broke and needs fixed!

you get what you ask for. No crying about no solutions, less services, gifts to cronies and of course, higher taxes.
Oh yeah no jobs. but the newspaper will be having a blast reporting the meetings. Entertainment at its best. wiro ought to broadcast these meetings.

The way I see it anyone who has the desire to serve their city for 21 years, has a true interest in it. Im sure its alot of stress and heartache that many of us choice to avoid, so I commend him for his dedication.

Dave Frazier was a good teacher and I believe he will be a very effective council person.
As for term limits...I would agree with the statement above...we already have term limits..."Election Day."

I hope our elected officials see this for what it is. People in Ironton want a new course, concentrating on infrastructure rehabilitation. We do not want OUR money to go towards putting roofs on non- governmental buildings. Before wasting money, give it back to the people by lowering fees.
Please, please bring debate back to the Council floor. It is obvious that matters are decided in private, possibly contrary to Sunshine laws, and then just voted for on Council night. I want to hear the differing opinions by Council members, which leads to better decisions.

Black or white, male or female, straight or gay. What the former policeperson did was wrong. her actions effected and put a black eye on the city police force . It just put a name to all rumors ,county,state,and nation wide about crooked cops. sad situation.

Did anyone see the news last night? Tim Irr said "The Mayor and Chief wouldn't give her badge back but the people gave her the
votes." The court of public opinion clearly favors Rist over City Hall.

I agree...pretty sad state in Ironton when someone who broke the law as a police officer gets elected to public office. Wonder no more folks as to why Ironton is in the shape that it's in...not the leaders, it's the PEOPLE voting those leaders into office.

riverrat-you said "her actions" put a black eye on the city of Ironton? Did you forget about officers in the Thomas & Rowe cases??...I believe that both eyes were blackened before Ms. Rist had anything to do with it!! I think that she will be a wonderful Council Woman-along with others elected! Way to go Ms. Rist..what year can you run for Mayor?

what is in the past is in the past. What everyone needs to remember (mayor, council and citizens) is what is best for IRONTON. Work together to bring Ironton back from the dead! Put your personal feelings aside. Pray and ask God for guidance and direction for Ironton. Doesn't matter if you are Catholic or Baptist. With God at the center you can't fail!

You know whats funny is people are making comments on here about her making good decisions with what little money Ironton has. Guess what, she has filed a lawsuit against the city of Ironton and will win again ! Thats right, again ! Years ago she sued and won thousands at the taxpayers expense ! So you taxpayers can expect a levy or tax increase somewhere to pay for her lawsuit winnings again because you know the city budget has no money to cover it ! Next time you see her, ask her if she will drop the lawsuit so you don't have to pay for it ! I bet she says no !

ramsso - the city has insurance for lawsuits. The city is spending
money on unnecessary things like Ro-Na Theatre (who is going to
maintain it after it is renovated) and skateboard parks, etc.
We need streets repaired and ordinances fully enforced.
Let's hope Rist and Frazer will do that ..give them a chance..

I moved 6 hrs away,best thing I have ever done..no more drama,fighting,drugs & break-in's. I wish all of Ironton the best of luck..and getting Ironton back on track

Summerrain, I understand about the insurance but when claims are filed, policies go up, and way up when alot of money is involved. So when the insurance rates go sky high again, the council will pass that increase on to the tax payers. I do not live here or know her, but I hope for the sake of Ironton she can make a difference and help turn things around because I like Ironton and I hate to see the friends I have there struggle to pay bills because of taxes and levies. I know Dave Frazer from the South Point school system years ago. If he has not changed he should be good for the city of Ironton.

Ramsso, you are confused - Rist has not filed a suit against the city - can't understand why she hasn't. You hate to see your friends pay higher bills. What about her? She has had no income or unemployment during her illegal separation which has been more than a year.

The appeal that the city filed against her arbitrator's ruling was filed by a law firm in Portsmouth..cannot understand why the
city attorney did not file it. It would be very interesting to see what that has cost the city in legal fees. Perhaps she and Frazer will make that public.

People just need to get over themselves because Beth Ann Rist won. She will be great and that's all there is to it. As for the riverrat who said that Beth's actions put a black eye on the IPD. How many other cops have done things much worse than she did? Ironton cops have done much worse and Beth was only trying to help the woman out. It's people like you who make the community not able to forget the past because YOU STILL DWELL ON IT. She made a mistake, get over it. She won and congrats to her!! She will help bring change to this very narrow minded community.

Congratulations to all elected, and the two that await their re-count. BETH will absolutely be an asset to this position. She has her heart in everything Ironton and always has. She has been put throuth the ringer from the beginning of becoming a police officer, or shortly thereafter, because she spoke out about what was broken and needed fixed in that department!!! That scared those involved directly into her harassment issues to date and they still continue to date, even though resolved in court, where she won, a form of harassment continues and she will win.
If You had direct evidence that you were harassed against and lost your job wouldn't you follow the same path she has done to right the wrongs done to her, by the insecurities of those above her. I WOULD!! She deserves everything she has been deprived of...
With this election result, it is a direct confirmation of how the public feels about her abilities. We all make mistakes personally and professionally and we always deserve a chance to right our mistakes...

Ramss......What part of leave her alone does the chief not get?....It is his supervisory duty to make sure employees are not harassed. She won once and now twice....it is pretty simple really. Just leave her alone. The Council should impeach the Mayor for the problems he has caused the City. The insurance company will have big eyes when they see one law suit for 2 milliom dollars. Not sure about the Thomas Guy's family law suit.

glad to see you reposted what i said ..saved me the time.....and if it is around me that doesnt mean i have to accept it...its wrong...and the only reason she ran was out of spite....so tjhtygeverve if you love ironton so much why did you leave....ooh i know you have a partner....lol...and there wasnt enough diversity here ..right...whats sad is that nowadays the minoritys have more say than the majority and thats whats wong with america today...that and the absence of GOD

All I can say is thank God that no one member of the counsel can act on their own. So at least she can't just go on a big rage changing things on her own. It's still a majority rules vote there, but I'm sure she'll be whine'n bout it soon enough.

I left Ironton when both my parents & Maternal Grandmother passed away in a short year and a half period. Also during that time my Mom's brother was kidnapped and decapitated on his way to my Mother's funeral and was found tied to a tree in a state park in Kentucky.
I tried to stay in my parents home for two years after that, because I love everything about Ironton, but there were no businesses there that could support the level I had reached in my career prior to moving home to take care of my parents while they were ill.
I also am currently in the market for Land for the Summer home I will build in the vicinity of IRONTON, and I will spend my winters here In Orlando in the home I purchased after I moved here. I am 46 and will retire at 55. I have worked extremely hard for this, and miss Ironton tremendously. I also have one brother who lives in the general area of Florida where I do and I wanted to be near him. I was hired by The Walt Disney World Resort soley on my resume, and since there is no travel and tourism in the Tri-State it was a common sense move to Florida.
After my employment began with Disney, I applied and was accepted over thousands of other cast members to enter into their prestigious Sommelier program, which furthered my career with The leading Company in the world for my Skills in the Food and Beverage industry. I made the right move at the right time, and every door opened for me to walk through. Now, I spend my time educating guests who want to know more about wine In a class room setting, and montly direct a class of Newly hired Cast Members in the Food and Beverage department of WDW about wine knowledge. I balance that with being a full-time waiter at one of the top ten restaurants in the United States, a five star destination, and enjoy my home, animals, and the close friendship bond I have with my Companion for life. We kinda broke the national average of out-lasting marriages, of 16 years. So, I moved to where the money was. I left where it was not, but I do miss Tiger sports, a small town feel, my cousins who live in the Ironton and surrounding area, and will balance my time between both residences in less than ten years. GOD willing, whom I happen to have a daily relationship with.... Thanks for asking.

oLDad:might Isuggest you read the Book called " A New Earth" by Edward O'toole, part of Oprah's Book club, which is also a series of books. It Is faith Based and helps those who Cannot see past anything except their ability of Non-acceptance. It also addresses "pain bodies" which simply means all the garbage we pick up through life, usually passed down through growing up sometimes& quite horrendously true how our family raised us and how thier beliefs follow us through our life without realizing we ever made a different choice outside of what was before our eyes, and the ways we can break those chains that have us tied us down to non-acceptance than anything different than what we have been surrounded by to believe is right or wrong, then ties the Good Book into it, and enables us to step outside our beliefs and make the choice our natural progression would have done for us in a way only influenced by one individual..... YOU!! It has been a best seller for over four years now..Opening the book and starting to read it is the first step. One that will have anyone scratching their head of why they didnt think for themselves... good luck to you my tribune acquaintance... In Gods' speed...

The first dated religion was Judaism. It split because of a disagreement between brothers of the same faith, and led to the largest religion Muslim. Remember, that although I consider myself a Christian, I have spent one year in Christian college @ KCC In Grayson. While these brothers fought and divided into two religions and the Koran(quaran) was created for the Muslim faith. During this time, Only the Old Testament Existed. Later, as Catholicism came to be Over the years, Anyone,As time passed and during the emergence of Catholicism, anyone who followed Christ was imprisoned or put on a cross... Each King of Each/ Judaism/Muslim/Catholicism Religions Imprisoned or put to death Christians. They were consumed with war and power and obtaining control of one anothers' land. Duriint that time The Apostles were Imprisoned for many many years, and were Only fed bread and real WINE all while being led by the Holy Spirit, as they wrote the New Testament, which Christians base Religion on. As the wars and turnovers in Kings of Judaism/Muslims/catholicisms continued Each King decided which pages they liked and didn't like and either kept it in their perspective Book of faith,or destroyed what made them uncomfortable..Keep in mind that it was thousands of years until Catholicism emerged into this scenario, then what we know as ALL the Branches of Christ driven Christianity branched.. So, if A particular King from these two starting religious dynasties didnt like what they read, it was destroyed. So Interpertation is left to us. I have lived with my partner for many years as stated. We are only companions and have chosen a NO intimate policy between us. We have separate bedrooms and are best friends and make it work through life. During my daily prayers, it is re-iterated to me that if one of those Kings or many many many wars took place, and the books of Faith were seized each one with their hands on it would do as they pleased. Leave what they wanted. Destroy a page they disagreed with. I live the Best life I can, as I am sure you do with Christ in mind always. I know I will go to heaven. No sin is greater than any other. ie.. obesity or homosexuality carries the same weight(no pun intended), I have been saved, baptized, seen the light, and control my tendencies. I will go to heaven. I will be shown my good deeds here on earth, and also answer to what I did not excel at in my life.

Finally, a chink in the armor of the elite that have been robbing this city blind for years. I think Beth is a great person and will serve the city well, as she always has. Oh my, a cop fix a traffic ticket? How many do you honestly think hasn't? Get real. This was a personal vendetta by Rich Blankenship, the same person who became mayor promising change. The change he brought was the same corruption as before. The people have spoken, we do not support vendetta and we do not support the corruption you have continued.
The only period of moderate growth this city has seen in my lifetime was under Bob Cleary, who I believe has the cities best interest at heart, even if there is some small self interest with the bridge. Every one else has been more interested in keeping businesses and jobs out to protect their grasp on the city and on the citizen's money.

The town of Ironton seriously cracks me up. Everyone of the residents in the town thinks someone or something owes them something. I sit back and take in all the stuff happening in Ironton and laugh....not a single person in Ironton can move on from the old days. It is sad when you hear so many people talking about Ironton and laughing at the stupid ignorant stuff that the citizens LIVE for. Move on people, there is a great big world out there, more than Ironton. The town is desperate for change but heaven forbid you actually move on past the so called "NAMES" of the towns folk.

This is Rod from Kitts Hill. After reading the above messages from others in lawrence County I don't feel alone has for all the wrong doings done to my family. We moved to the area in 2001. Hired a local attorney to protect us in our investment of the land & house purchase. Our first few year was great and we met many great people. Soon Bizaar things started happening, we were sued for some of our land even though we had a warrented deed & even had a title examination done on the property. All this and we were still sued for an unmentioned amount of our land. The attorney that did our title search is the one that filed the suit against us. This person was so set on getting our land that the case lasted for years. We had a hard time getting help. We stood our grounds, Things got real scary and we left the area. Our house was burnt to the ground and ruled arson. Our property cost thousands to clear up the deed and we still can't do anything with it. Some people can have to much power. And for the post that says " everyone in Ironton thinks someone owes them " well let me say this. The elected & professionals do owe us something. They owe us integrety , honesty and respect. They should look at for all of us and not themselves. We the people can vote but we can't make the professionals be professional. Attorneys are Officers of the Court here to police the system because we give these people much power in these positions. If one abuses their power its almost impossible to stop, believe me, we know. We do want to return to Kitts Hill some day. Hopefully the system weeds out the bad-rotten apples. Not all attorney's or professionals are bad, many were very good to us but had no power to help. I might have found the help we all need. I'll keep everyone posted in the future. Its time for us to stand up for ourselves, we all owe this to each other. If your wondering if the attorney that filed the suit against us got the land well I'm proud to say NO, He lost the case he filed against his past client ,by his past client. Thanks laughing , I understand completly. Its like they (some) try and mess with people mentally, after all these people are trained professionals of a hire education. If your just an old former concrete worker now ebay seller like myself and have to deal with something you don't understand like property laws, attorney ethics and only have one of " them " to protect you, well I understand completly why you want out of a place like this. We had our American Dream almost complete , 36 acres of scenic property owned free and clear ,all to enjoy with our home business. I would feel safer in Mexico - inner city Chicago - or even prison compared to how I would feel on my own property at this point in time. Our home was robbed - burnt and even went has far as to dump a bunch of garbage in the creek just to make a statement because they knew how much we loved that property. All we ever did was not allow the attorney to alter our deed , after all he was the one that prepared the warrenty deed for and further gave clear title after his title examination.

Did anyone listen to WSAZ's 11:00 news? There was a clip about Beth Rist and Mayor Blankenship.
The Mayor mumbled something about not being able to put Beth back to work because of her
probation. He failed to say the city had appealed the arbitrator's decision...that could take months .
I hope she gets off probation and finds a job someplace else. The news commentator read
a statement from Beth thanking the voters and her last sentence was awesome
"I AM GRATIFIED THE VOTERS REJECTED CITY HALL."
And they certainly did.

That's dumb, she falsified a ticket, she doesn't deserve to be a cop if she can't uphold the laws with integrity. Then, despite all of that, the citizens voted her in to office? I would love to meet these people, my bet is a 1/4th are people who are friends of hers or are supporting a lesbian solely on that fact, which is wrong. 1/4th are people who want to see what will happen, like the people who stand around at car wrecks watching, not the fire/police/emt's, just the spectators. 1/4th are probably people who think they can use that to get out of a ticket if she's allowed to be a cop again. The final 1/4th who are people who think she will stand up for what they believe in.
I think it's sad we have so many people replying to this on the tribune, but we only had 6 people actually run for the office.
Rod, you need to find a better outlet for your "anger" this stuff you're talking about has nothing to do with this article. How could you possibly say you would feel safer in Mexico or prison than Kitts Hill? Put up a fence or hire me to install a security system. lol

I think the best people we can have are the honest people looking out for the community and I'm not informed on Rist. I just hope any elected official will do whats right for the community. A man told me last week his son was peeling out on 3rd street and an officer gave him a ticket. The dad told the officer he would give him a case of beer if he tore up the ticket. The dad smiled at me so I guess the officer tore up the ticket.
Live---IPD officer had a wreck in Ironton and was DUI. He was asked to resign and about a year later rehired him. He was not charged. So a ticket issue is not the problem. The problems are in the city buildng.

No the problem is the police chief not following through, we all know the stuff happens, so it's got to be 0% tolerance. If they make a mistake they should be held accountable. If you can prove those instances you should report them. I'm not saying Rist is 100% the only problem we have here, I'm saying that the repair has to start somewhere. Just because everyone is doing it, does not make it right. She was caught, she should be held accountable. What about the cop that hit the guy last year, wasn't he kicked out or forced to resign? We need to keep that trend going, give me 4 fair cops any day over 8 that can be bribed. You can't have it both ways.

You might want to check the Huntington paper story (website) on 2nd-3rd of this month , in the Ohio news section - " Ironton Attorney Faces Supreme Court Board" . I follow the law and if not protected by the people that should be protecting leaves me with no logical protection for my family. After all it sounds like we have the same goals, why would you turn any help away to fix Ironton since you think its in such bad shape?

People that own property in the county and are not current residents also pay property tax. Mine I guess is cheaper because we no longer pay taxes for the burnt to the ground house but in truth I do pay taxes on my two caves located on the property. OLDad, I thought he was, I paid the fees he charged for his services in full. Thought I had a warrented deed & he prepared a title search for me and said everything was free and clear. 4 years later he ask if he could correct my warrented deed by subtracting some land. I said no of coarse. He then prepared and filed a quit tiltle suit against me and ask for all the land from our 36 acre parcel that was located on one side of a road and 2.21 acres plus he asked the courts to make me pay all the attorney fees and cost. Many years later we won the case on our own in the Ironton Court with very little help. It was a nightmare, trust me on that. Nothing my kids needed to see or live. But I still tell them to have faith in the system. Some day we hope to return to our land out on sharps creek rd ( c-19) in Kitts Hill. we lived about a mile from the top of the hill before Homless rd

Forgot to mention that the case number on the quit title suit is recorded in the Lawrence Courts as 05-0C -305. I was even ordered to give a depostion to him thats transcribed and on record .Through the years 5 attorneys were involved, 2 resigned from the case and one finally recused himself. I had to write my own motion to end the case and bring a Dayton attorney to get my motion through the courts. All found on court records in the county.
By the way , In the story in the Huntington paper ( Nov 2nd , 3rd) lambert said I lied about something , well I'm here to answer any questions he might have that would discredit anything I have said.

back about 4 years after we bought the place we leased our mineral rights to a gas drilling company that was in the area and they told me some big pockets were found out in that area deep under ground of gas/oil, maybe. I guess they do this with satilite some way. I'm not sure if anything is under the ground but I was told the deeds are so messed up that no companies wants get involved with the new leases. Hopefully others in the area have a better prepared deed then mine.

I do not live in Ironton any more but I do work in Ironton. I also handed out cards at the poles for Dave Frazer. I took off work to do this because I feel Dave will be an asset to the City of Ironton as a council member. I am tired of hearing people bad mouth Beth Rist. She won fair and square and it's very obvious the people of Ironton want her on the council. Give her a chance. It's easy for people to bad mouth the council members and criticize everything they do but how many of you have ever been to a council meeting? Do you actually know what goes on? They can not perform miracles. If you all didn't know, we are in a recession or at least I've been told we are. If anyone can get this city out of it's financial problems, Dave Frazer can. Just listen to his suggestions and I guarantee if you do, he has some good ideas. He can be irritating at times but he usually knows what he is talking about.
