U.S. Postal Service letter carrier Avanelle Jenkins of Kitts Hill battled chilly and rainy weather Tuesday while picking up mail at Fourth and Heplar streets in Ironton. She said days like Tuesday are awful to work in because she gets rained on, dries out and then gets rained on again. The wind caused her umbrella to blow inside out.
