Jail inmate#039;s death under investigation

The weekend death of an inmate at the Lawrence County Jail has generated many questions and few answers so far.
Law enforcement officials continue investigating the circumstances that lead to the death of Carl Eugene Clutters, 46, of 1747 Township Road 179.
Clutters was transported from the jail to two local hospitals Saturday where he was pronounced dead (at St. Mary's Hospital in Huntington, W.Va.), said Lawrence County Sheriff Tim Sexton.
"We have been interviewing several people," Sexton said. "We will be asking an outside entity (Buckeye State Sheriff's Association) to come in and assist with an investigation."
Sexton declined to answer most other questions including what condition the individual was in upon leaving the jail, what reportedly happened and why he was transported.
The sheriff indicated that he anticipates a press conference to be called as soon as today but did not know at what time or where it would be.
Some information about Clutters was available after a little research.
Clutters was incarcerated Sept. 23 to serve a 60-day sentence for a driving under the influence charge, according to the jail log. The brown-hair, brown-eyed man was listed as 5'10" and weighing 130 pounds.
Clutters' family declined to comment at this time.
A man, who wished to remain anonymous due to pending legal troubles of his own, said that he was one of more than a dozen inmates in the cell with or near Clutters over the weekend.
"I saw that he was hollerin' for his medicine and they wouldn't give it to him. He was yelling and beating on the cell door. After so many times of him yelling for it, they took him out of there and slammed him to the ground," the man said. "After that, I couldn't see but we could hear him screaming and them beating on him. There was blood everywhere."
Sheriff Sexton would not talk about specifics but said he did not think there was anything indicative of those allegations.
"I am not going to talk about rumors. I have a pretty good handle on what happened," he said. "There is video in the jail. Statements have been given. A complete investigation is ongoing."
Sexton declined to comment on what the videotape showed. The sheriff said the investigation will proceed and if any violations are found they will be handled accordingly.
"The bottom line is the truth," he said. "I don't want people to condemn anyone if they didn't do anything wrong but we are also not going to over look anything."
