Area too small for its amount of criminal activity

My letter is to express concern about the amount of crime in this community. I’ve lived outside several major cities in the U.S. and have never run across the crime that seems to be running rampant here.
And most of it has to do with drugs. I was recently the victim of check theft and forgery.
The person was convicted of these crimes, and yet, he is still not in jail. While I attended his hearings, I noticed so many people talking about their cases, who is in jail again, who just got out, etc.
This is too small a town to be having so many people in and out of jail. The person who perpetrated the crime against me is supposedly waiting for an opening at a facility to begin serving his sentence. Astounding!
In Russia, they cram 100 people into a cell. If you commit a crime, you need to do the time.
