W.Va. city agrees to delay new law

HUNTINGTON, W.Va. (AP) — Huntington officials have agreed to temporarily delay a new ordinance that allows the city to withhold insurance payouts made on fire-damaged buildings.

The law went into effect July 1 and is designed to prevent owners from taking insurance settlements without repairing their buildings.

The law is part of a home rule experiment that gives Huntington and three other cities greater control of their operations.

The West Virginia Insurance Federation sued the city saying the home rule pilot program is unconstitutional.

Thursday, a Cabell County circuit judge issued an order that puts the ordinance on hold. Officials say it gives both sides more time to seek a permanent solution.

BCPL ‘Ice Cream Sundae’ is Aug. 9

ASHLAND, Ky. — Boyd County Public Library is the place for students to get plenty of back-to-school help, including their most important school supply – a library card.

The library is hosting its third annual Back-to-School Ice Cream Sundae from 2 to 4 p.m. on Sunday, Aug. 9, at the Main Branch, 1740 Central Ave. All local school-age children and their parents are welcome.

Weather permitting, the event will be held in the outside Reading Garden. There will be clowns, music by The Singing Kernels and story time for the little ones.

There will also be a drawing for three book bags filled with books (one each for elementary, middle and high school).

Most importantly, children and adults can get a library card, if they don’t already have one. A photo ID and proof of address is required. A parent or guardian must sign for anyone under 18 years old.

BCPL has seven new library card designs to choose from.
