Grand jury indicts 20

A Proctorville man accused a raping a 17-year-old girl and a South Point man accused of sexual misconduct with a nine-year-old girl were among the 20 people indicted last week by a Lawrence County grand jury.

Thomas Butler, 45, of 549 Township Road 1233, was indicted on three counts of first-degree felony rape and three counts of third degree felony sexual battery. Butler was arrested July 3 after the victim told police Butler had assaulted her.

Charles E. Rucker, 56, of 362 Township Road 1026, was indicted on one count of pandering obscenity involving a minor and one count of gross sexual imposition. He was arrested last month for allegedly inappropriately touching a child and taking photographs of the child’s private parts with a cellular phone.

According to information from the Lawrence County Prosecutor’s office, others indicted were:

— Amber Rawlins, 34, 2540 S. Fifth St., Ironton, theft, receiving stolen property

— Robert Helms, 41, last known address 69 Township Road 1026, Proctorville, failure to provide change of address as required under state sex offender registry law

— Lyle E. Lycans, 38, Montroso St., Proctorville, theft

— Sparkle L. Benicker, 27, 608 N. Sixth St., Ironton, grand theft, theft

— Antonio J. Whitehead, 22, Macon, Ga., failure to appear

— Brenda D. Stepp, 37, 1365 County Road 1, South Point, four counts of theft.

— Walter G. Plumley, 32, 26 private Drive 385, Chesapeake, felonious assault

— Tamara Grubb, 22, 114 Freeman Court, South Point, one count of burglary and two counts of forgery and her codefendant,

— Dustin T. Phelps, 23, also of 114 Freeman Court, South Point, forgery

— Christopher R. Hale, 20, 503 Third St. E, South Point, three counts of burglary, one count of grand theft from the elderly, three counts of theft from an elderly person, one count of tampering with evidence,

— Daniel K. Wagner II, 23, 70 Township Road 1335, South Point, one count each of theft, theft of drugs, burglary, grand theft from an elderly person, theft from an elderly person and tampering with evidence

— Robert S. Armstrong, 36, 644 Township Road 212N, Willow Wood, failure to provide change of address as required under state sex offender registry law

— Andrea M. Vaughn, 21, 103 Fourth ST., East, South Point, grand theft

— Kyle A. Davidson, 26, 1173 County Road 139, South Point, one count each of breaking and entering and aggravated robbery with a firearm specification, one count of felony theft and two counts of misdemeanor theft

— Andrienne D. Besco, 20, 310 Township Road 301, Ironton, receiving stolen property, obstructing official business and drug paraphernalia

— Charles P. Webb, 20, Ashland, Ky., aggravated possession of drugs, resisting arrest, drug paraphernalia offenses

— Bret A. Dement, 20, 262 Township Road 1234, Proctorville, two counts of breaking and entering and one count of disrupting a public service

— Debra S. Minor, 52, 1920 County Road 56, Ironton, two counts of trafficking in marijuana and one count each of possession of marijuana and possession of criminal tools.
