Thursday was busy — and history making — in the Lawrence County Board of Elections office.

Nearly 30 people beat the 4 p.m. deadline by filing last-day petitions to run for office in November.

One of them was Bernard Kincaid, who seeks one of two seats on the South Point Board of Education. He said friends encouraged him to run and after thinking about it, decided to do just that, though he waited until a half hour before closing time to turn in the necessary paperwork.

“I just thought it was time for fresh eyes and younger people to step up and help out,” Kincaid explained. This is his first time seeking elective office. But he has one good reason to jump into the fray now: his son, Christian, is 4 and will start school in South Point next year.

“If you’re going to have kids in school you need to be there and be part of it,” Kincaid said.

Kincaid will face Rita Vance, Terry Blake, Les York and Rose Christian in November.

In the case of the Rock Hill Local School District, this election will be the first time in history there won’t be a contested race: two people have filed to run for exactly two seats available, veteran Wanda Jenkins and newcomer Paul David Knipp.

“I’m still in shock,” Jenkins said. “Junior (her husband) and I were just talking about it and we just can’t believe it. The first year I ran there were 13 people for three seats and there have always been five or six people (running) for three seats. I’m still in shock.”

In the village of Chesapeake, only two people filed to run for four available seats on the village council. Lawrence County Board of Elections Director Cathy Overbeck said write-in candidates have until 4 p.m. Sept. 2 to file to run for office as such a candidate.

Additionally, the Upper Township Volunteer Fire Department will ask voters to renew a five-year fire protection levy while Coal Grove will attempt again to have voters pass an additional one-mil operating levy for five years. In 2008 voters rejected passage of a similar levy that brought in nearly $19,000 annually.
