PROCTORVILLE — A pre-trial hearing is set for Friday in the case of an eastern end resident charged with mistreating two young horses earlier this month.

David L. Brammer, 57, of Daisy Drive, Proctorville, is facing a second-degree misdemeanor charge after a criminal affidavit was filed June 16 stating Brammer “did deprive two horses on his land without supplying them with a sufficient amount of good wholesome food and water.”

According to a report filed by Lawrence County Sheriff’s Deputy Jason Newman, an Ironton resident reported the incident to authorities.

“(He) states he had found two colts wrapped up in their leads and could not get up,” Newman’s report states. “He states that he stopped to help the colts, that these colts never have any water or feed, that the odor is awful from them.”

Deputies went to Brammer’s home and found there was no water for the animals and that one could not even get up.

“We have received numerous calls about the colts getting wrapped up in their leads and not being able to move for the past week,” the report said.

The horses were released to third parties for care “due to the condition of the colts and the living environment” Newman said.

Brammer was arrested for an outstanding warrant against him on a fourth degree misdemeanor charge of trespassing after a Proctorville woman charged that Brammer had stalked her.

A pre-trial has also been set on that charge for Friday in Lawrence County Municipal Court.
