South Point gets new councilman

SOUTH POINT — Joe Black of the Lawrence County Soil and Water District will be the new face on South Point Village Council.

Black, an urban specialist with the district, will be sworn in this morning by Mayor Ronald West. West, a veteran councilman, took over as mayor a week ago after the death of Robert Armstrong earlier this month.

Black was appointed by council to fill West’s place and received a vote of four in favor and an abstention from Councilman David Classing during a special meeting of council Tuesday.

“We feel like he is a good man,” Pat Leighty, village administrator said.

Black has been a South Point resident for the past 15 years and will serve on council until the end of 2011.

“I think Joe is a fine man,” West said. “He is knowledgeable enough. Council is the one who appointed him. I can work with Joe Black.”

Others making up the current council are Danny Smith, Buel Collins, Dennis Duty and Marlene Arthur
