CHESAPEAKE– Lillian B. Ruggles, 95, of Chesapeake, died Thursday, March 10, 2011, at Emogene Dolin Jones Hospice House of Huntington, W.Va. She was preceded in death by her husband Carl Ruggles Sr. Hall Funeral Home, Proctorville, is in charge of arrangements, which are incomplete.
