EPA approval needed for intermodal Phase Two

All that is needed to complete Phase Two of the intermodal facility at The Point is the EPA signing off on the environmental studies.

That was the report of Dr. Bill Dingus, director of the Lawrence Economic Development Corp., at the quarterly meeting of the county’s Transportation Improvement District Thursday.

“It was turned in 60 days ago,” Dingus said.

After that approval, finishing up the pad area of the facility will only require installing drainage tile.

The next phase will be the construction of two miles of rail along the riverbank and the installation of a bridge crane at the site. That project is waiting for permits to come through.

“That will allow this area to manufacture huge metal products that are too wide for rail and road,” Dingus said.

Rail construction will be a $5.6 million project with half coming from federal money and the remainder from state and local funds.

The TID recently received $79,000 from the Ohio Department of Transportation to go toward the $141,000 ODOT inspection fee. The remainder will come from the county engineer’s Motor Vehicle Gas Tax budget. That $79,000 from ODOT will go back into the county engineer’s budget to fund local flooding repair projects.

In other action the TID:

Heard that ODOT will be replacing the Guyan Bridge on State Route 7 in Proctorville where the traffic forecast is that 13,750 vehicles a day use that bridge;

Retained the same officers for 2012 with County Commissioner Les Boggs as chairman; Union Township Trustee Terry Porter as vice chairman; County Engineer Doug Cade, secretary and the county auditor’s office as treasurer.
