COLUMBUS (AP) — The Ohio House is poised to approve a two-year state transportation budget that adds certain training requirements for prospective drivers and allows the Bureau of Motor Vehicles to accept credit and debit cards.

Floor approval in the House Tuesday would send the $7 billion spending document to the Ohio Senate, which was set to begin hearings immediately.

Representatives stripped out provisions proposed by Republican Gov. John Kasich that would have: created a distracted-driving offense; authorized the state to offer a driver training course online; and prohibited the state and local governments from imposing residency quotas on public construction projects.

The bill calls for all aspiring first-time drivers — not just minors — to take an approved driver training course, and makes other changes.
