A Chesapeake man charged in the shooting death of another returned Wednesday to Lawrence County Common Pleas Court, this time to enter an insanity plea.

William Elkins Sr., 54, of 3493 County Road 31, pleaded not guilty by reason of insanity through his attorney, Mike Davenport.

Davenport said the plea would only apply to the time of the incident and that Elkins would still be able to assist in his own defense.

Judge Charles Cooper ordered the man be evaluated.

Elkins was previously arraigned on July 1.

Elkins is charged with a count of aggravated murder following the shooting of Ricky L. Crager, 57, of South Point. Deputies had been called to Elkins’ home on a disturbance call.

According to a release from the sheriff’s office, Elkins came home and found his friend, Ricky L. Crager, 57, of South Point, with his wife. There was an alleged argument and Elkins allegedly shot Crager twice in the chest with a small caliber handgun. Elkins then allegedly threatened his wife with the gun.

When deputies arrived, they found Crager lying on the front porch. Elkins allegedly retreated into the residence when he saw the deputies. Elkins surrendered a short time later.

Elkins is being held on a $1 million bond.

In an unrelated case, Larry Jenkins, 18, of 502 Township Road 179, Ironton, also changed his plea to not guilty by reason of insanity through his attorney Scott Evans. Jenkins is charged with first-degree rape of his 6-year-old niece, according to assistant prosecuting attorney Mack Anderson. Jenkins was previously arraigned on July 1.

In other cases:

• Joshua Sparks, 33, of 321 Pine St., Ironton, was arraigned on a bill of information of fourth-degree disrupting public services and second-degree robbery, to which he pleaded guilty.

According to Anderson, Sparks stole three catalytic converters from three vehicles belonging to the forestry service. The robbery was a separate and unrelated incident in which Sparks stole $300 from a man he was acquainted with, Anderson said.

Cooper sentenced the man to four years in prison and restitution of $3,602 to the forestry service and $300 to the robbery victim.

• Vanson Morisak, 50, of 421 Second St. E. Apt 1, Huntington, pleaded guilty to a second-degree count of burglary. Sentencing will be on a later date to be determined.

• Carlos Dixon, 45, of 11176 Corbett St., Detroit, Michigan, pleaded guilty to two third-degree counts of trafficking in heroin and one third-degree count of complicity to trafficking in heroin. Judge D. Scott Bowling set sentencing for July 28.

• Brandon Stewart, 29, of 76 Daisy Lane, Proctorville, admitted community control sanctions and was sentenced to 12 months in prison.

• Andrea Neace, of 304 Township Road 113, Pedro, admitted CCS violations and was sentenced to nine months in prison with a possible judicial release to STAR.

• Aaron Martin, 26, of 3449 County Road 103, Ironton, was arraigned on a bill of information of fifth-degree theft, to which he pleaded not guilty. Bowling set bond at $10,000 own-recognizance and a pretrial was set for Aug. 12.
