5 indicted for selling heroin, meth: Drugs allegedly sold from January 2017 to February 2019

Several people were indicted by the March session of the Lawrence County Grand Jury for selling or helping to sell heroin and methamphetamine.
Spanish Smith, 28, 122 Private Dr. 53, Apt. 5C, Proctorville, was indicted on 17 counts including fifth-degree felony trafficking in heroin, third-degree felony complicity to trafficking in drugs, fourth-degree felony complicity to trafficking in heroin, two counts of second-degree felony complicity to trafficking in drugs, five counts of fourth-degree felony trafficking in heroin, five counts of aggravated trafficking in drugs, third-degree felony improperly handling of a firearm and first-degree felony trafficking in heroin with two firearms specifications and a forfeiture specification for $33,3850 in cash that was derived from drug sales.
According to the indictment, he not only sold heroin and methamphetamine starting in January 2017 and continuing into February of this year, but also helped at least two others to sell a controlled substance.
The first person mentioned in Smith’s indictment was Tiffany Ann Damron, 32, 3868 State Route 1, Ironton. She was indicted on charges of fifth-degree felony trafficking in heroin, fifth-degree felony aggravated trafficking in drugs, fourth-degree felony trafficking in heroin, fourth-degree felony complicity to trafficking in heroin and second-degree felony trafficking in drugs.
The other person mentioned in Smith’s indictment was Shawnelle E. Wilson, 25, 122 Private Dr., Apt. 5C, Proctorville, who was indicted on three counts of second-degree felony aggravated trafficking in drugs, fourth-degree felony trafficking in drugs, two counts of fourth-degree felony complicity to trafficking in heroin, second-degree felony aggravated trafficking in drugs with a firearm specification and first-degree felony complicity to trafficking in heroin with a forfeiture specification.
Karen Kay Fritz, 45, 413 Etna St., Ironton, was indicted on two charges including first-degree felony complicity to trafficking in heroin and second-degree felony complicity to aggravated trafficking in drugs. According to the indictment, Fritz aided Smith in trafficking in heroin from Nov. 20, 2018 to Feb. 21.
Retina M. Morgan, 28 Private Drive 53, Apt. 10C, Proctorville, was indicted on charges of first-degree felony complicity to trafficking in heroin and second-degree felony complicity to aggravated trafficking in drugs. According to the indictment, Morgan aided Smith in trafficking in heroin on or about Feb. 21.
Other indictments the Lawrence County Grand Jury handed down for the month of March include:
• Terry Nelson, 52, address unknown, first-degree felony aggravated arson, second-degree felony aggravated arson.
• Belinda S. Adkins, 143 Township Road 279, East, South Point, unclassified felony aggravated murder with firearm specification.
• Shannon M. Ghee, 29, 103 Township Road 102, Ironton, first-degree felony rape with a specification of that the victim was under the age of 13 and with a specification that the victim was compelled to submit by force or threat of force.
• Timothy Taylor, 32, 7955 County Road 107, Apt. 6, Proctorville, two counts of fifth-degree felony possession of heroin and two counts of first-degree misdemeanor endangering children.
• Tyler Butcher, 26, 1626 County Road 120 North, South Point, fifth-degree felony breaking and entering and fifth-degree felony theft.
• Cody Ray Smith, 23, 845 County Road 123, Chesapeake, fourth-degree felony improperly handling of a firearm, third-degree felony failure to comply with the order or signal of police officer and first-degree misdemeanor aggravated menacing.
• Robert E. Wilder, 28, 170 Highland Lake Road, Middletown, New York, fourth-degree felony burglary.
• Richard T. Rife, 31, 124 Private Dr., Pedro, third-degree felony aggravated possession of drugs, fourth-degree felony grand theft, two counts of fifth-degree felony breaking and entering, fourth-degree felony receiving stolen property and third-degree felony failure to comply with the order or signal of police officer.
• Shawn Mullens, 40, 305 Eighth St. Third St. East, Huntington, West Virginia, fourth-degree felony receiving stolen property and fourth-degree felony improperly handling of a firearm in a motor vehicle.
• Tiffany Laber, 30, 3035 County Road 4, Pedro, fifth-degree felony aggravated possession of drugs.
• Daniel T. Stephens, 22, 2728 County Road 59, Chesapeake, fifth-degree felony possession of a controlled substance.
• Gabrielle Ryan Osborne, 20, 730 Kittle Road, Wheelersburg, fifth-degree felony possession of heroin.
• David C. Barry, 49, 420 Front St., Apt. 4, Proctorville, third-degree felony having a weapon under disability.
• Jerry J. Muncy, 37, 1792 County Road 18, South Point, fourth-degree felony improperly handling of a firearm in a motor vehicle and fifth-degree felony aggravated possession of drugs.
• Patience S. Gue, 20, 69 Township Road 1503, Chesapeake, fourth-degree felony trafficking in drugs with a forfeiture specification.
• Joshua M. Hay, 22, 69 Township Road 1503, Chesapeake, fourth-degree felony trafficking in drugs with a forfeiture specification.
• Stefony D. Pinson, 48, 230 Turley Camp Rd., East Lynn, West Virginia, fifth-degree felony possession of a controlled substance and fourth-degree felony improperly handling of a firearm in a motor vehicle.
• Catherine A. Havel, 24, 1018 29th St., Portsmouth, fifth-degree felony possession of heroin.
• Darrell L. Carrico, 1806 State Route 243, Coal Grove, fifth-degree felony breaking and entering, third-degree felony possession of drugs, third-degree felony having a weapon under disability and first-degree misdemeanor theft.
• Dylan A. Dailey, 20, 1416 S. Ninth St., Ironton, fourth-degree felony unlawful sexual conduct with a minor.
• James C. Elkins, 40, 15344 State Route 243, Chesapeake, fifth-degree felony forgery.
• Keith Wetzel, 51, 1001 N. Fifth St., Ironton, fifth-degree felony aggravated possession of drugs, fourth-degree felony grand theft, two counts of fifth-degree felony breaking and entering and fourth-degree felony receiving stolen property.
• Shawn T. Brown, 21, 217 35th St, Ashland, Kentucky, fifth-degree felony aggravated possession of drugs, fourth-degree misdemeanor criminal trespassing.
• Comfort L. Goody, 1773 County Road 1, Lot 19, South Point, fifth-degree felony possession of heroin.
• Dale L. Turner, 33, fifth-degree felony aggravated possession of drugs.
• Tiffany A. Hatfield AKA Tiffany A. Waggoner, 34, 1142 Township Road 1148, Apt. A, Proctorville, third-degree felony aggravated possession of drugs, third-degree felony driving under the influence of alcohol or drugs and fourth-degree felony carrying a concealed weapon.
