The Ironton-Russell, Ky., bridge links two states – and two business districts – across the Ohio River. The state’s plan to build a new bridge might pose tactical problems in maintaining good traffic flow, dealing with hazardous waste areas, minimizing damage to historic and residential districts and protecting business interests, Ironton officials said.
