Proctorville woman killed in collision with tanker truck

CATLETTSBURG, Ky. - A Proctorville woman was killed Thursday when her car was struck by a tanker truck on U.S. 23.

Sabrina M. Row, 24, was southbound on U.S. 23, one mile south of Catlettsburg, at approximately 3 p.m.

She was attempting to make a left turn onto east bound I-64, when her car was struck by a tanker truck, which was north bound on U.S. 23.

Row's vehicle was ripped in two.

According to witnesses, Row's car turned into the path of the tanker truck, which was being driven by Larry D. Conley, 56, of Worthington.

Both vehicles ran off the roadway and into the guardrail. Both vehicles went over a hill and stopped near the interstate, according to the police report.

Conley wasn't injured, but Row was pronounced dead at the scene by Coroner Keith Moore. Both were wearing their seatbelts.

The interstate was closed for a period of two hours.

Fire departments from England Hill, Cannonsburg and the Marathon Refinery responded to assist, as well as the Kentucky Department of Transportation and motor vehicle enforcement.

Police said alcohol or drugs are not believed to be a factor and that there was no defect detected with the traffic light.
