RUSSELL, Ky. — James Edward Riggs, 84, of Russell, died Sunday, April 18, 2010, at the Community Hospice Care Center in Ashland, Ky. He was the husband of Mildred Meadows Riggs, who survives. Funeral will be at 11 a.m. Thursday, at Carman Funeral Home, Flatwoods, Ky. Entombment will be in Bellefonte Memorial Gardens. Visitation is 6-9 p.m. Wednesday.
