If county isn’t responsible for roads then who is?

My stepdaughter hit a pot hole on County Road 22. It did $147 dollars in damage.
The county’s insurance said they are not responsible for it but after it happened they went and fixed it. We have a picture of the hole. If they are not responsible, then who is? They should put up something to show you there is a big hole .
