Wilbur Rapp

Wilbur Augustus Rapp, 77, of Ironton, passed Sunday, Aug. 14, 2011, at Kings Daughter Medical Center in Ashland, Ky.  The Ironton native was born Sept. 24, 1933, the son of the late Dan C. Rapp and Clarice Hall Rapp.

Mr. Rapp was a 1952 graduate of Ironton High School and was a United States Army Veteran, serving during the Korean War.  He graduated from Ohio University with a Bachelors Degree in 1960, the University Of Virginia Darden School Of Business with an MBA in 1962 and Northwestern University Kellogg School of Management with a PhD in 1966.

He served as Professor of Finance at the Ohio State University for 25 years, retiring in 1988.  Dr. Rapp was an expert in the Savings and Loan industry for many years.  He served as a consultant for numerous savings and loans throughout the United States and served on the board of directors for several of them.

He developed an asset and liability management program that was used on the national level throughout the United States and was sponsored by the U.S. Savings and Loan League for 25 years.  He also offered executive and personnel development training programs, he taught asset and liability management programs in the Federal Home Loan bank system for 15 years and helped with savings and loan management programs specifically for the Federal Home Loan Banks of Boston, Atlanta, Pittsburg, Cincinnati, Chicago, San Francisco and Seattle.

He was a member of the Ironton B.P.O.E. #177, 32nd degree F & AM Lodge #198, the Scottish Rite of Cincinnati and the Symmes Valley Fishing Club. He was a loving husband, wonderful father and a devoted Ohio State Buckeye football and basketball fan.

He is survived by his wife, Joyce Falter Rapp whom he married Sept. 5, 1958.

A daughter and son-in-law, Clarissa and Mark Brower of Westerville.

He was preceded in death by (in addition to his parents) one daughter, Cindy Jo Rapp; a brother, William Rapp; two sisters, Vera Billings and Luella Shoemaker; a nephew, Rusty Rapp; and his mother-in-law, Addie Vance.

Funeral service will be 1 p.m. at Phillips Funeral Home, 1004 S. Seventh St., Ironton, with Dr. Wayne Young officiating.  Burial will be in Woodland Cemetery.  Friends may call Saturday from 12 p.m. until the time of the service at the funeral home.
