STAR under investigation for misuse of funds

A report from state auditor David Yost has found $20,000 in illegal spending by workers at STAR Community Justice Center, mostly in funds misspent at professional development events and conferences, including for alcohol and strip clubs.
Former deputy director Josh Saunders, who was fired in April of 2015, is accused of misspending $12,042 while executive director Charles Philabaun is accused of improperly spending $5,965 in STAR funds.
Tim Throckmorton, chair of the facilities governing board for STAR, told the Ironton Tribune that while he wasn’t prepared to answer any questions about the report or STAR policy at this time, he was aware of the report.
“I am aware of the auditor’s report, and the press release,” Throckmorton said. “The facility’s governing board is attempting to schedule a meeting in the near future.
“It’s not proper for me to comment on behalf of the board at this time,” he continued, adding, “the future of STAR is as bright as ever and we will continue to provide quality service to the community it serves.”
