Scioto County man in critical condition after being shot twice

The Scioto County Sheriff’s Office is investigating after a man was shot twice by two different men.

Sheriff David Thoroughman said that on Wednesday, the 911 communication center received several calls, starting at 11:18 p.m., regarding a possible domestic situation at 2970 Dutch Ridge Road, Portsmouth.

Thoroughman said that at 11:31 p.m., a woman called 911 stating that her father had just shot her husband.

Deputies and emergency medical services arrived at this location to find a male victim that had been shot. The man was transported by helicopter to St. Mary’s hospital in West Virginia where he remains in critical condition. His identity was not released by the sheriff’s office.

Detectives responded to the crime scene on Dutch Ridge to begin their investigation. Several people at this location were detained and interviewed.  Detectives learned that the victim had been shot twice by two individuals who used different firearms.

That led to the arrests of Michael Ray Collins, 70, of 2798 A Dutch Ridge Portsmouth, and Raymond Ryan Ross, 45, 2798 Dutch Ridge Road, Portsmouth. They were both charged with second-degree felony felonious assault. They appeared in Portsmouth Municipal Court and were given a bond of $20,000 each.

Thoroughman said it still an ongoing investigation that will result in more charges being presented to the Scioto County Grand Jury on a later date.
