ASHLAND, Ky. — Charles W. Payne, 74, of Ashland, died Saturday, Jan. 9, 2010, at Our Lady of Bellefonte Hospital in Russell, Ky. He was the husband of Loretta Payne, who survives. Funeral will be 1 p.m. Tuesday at Carman Funeral Home in Flatwoods. Burial will follow in Rose Hill Burial Park. Visitation will be 6-9 p.m. today at the funeral home.
