A man who was indicted for burglary in 2013 was recently arrested and arraigned Wednesday in Lawrence County Common Pleas Court.

Richard Rice, 21, of 3325 County Road 59, Chesapeake, pleaded not guilty to the second-degree burglary charge.

“He was caught red-handed carrying a television out of a house by a neighbor,” said Mack Anderson, assistant prosecuting attorney.

Judge Charles Cooper set the man’s bond at $100,000 cash or surety.

“Burglary of people’s homes is a serious allegation,” Cooper said.

A pretrial was set for April 8.

Rice was indicted in November 2013 but wasn’t arrested until this past Saturday.

At the time of the alleged burglary, Clint Salmons was arrested at the scene and also charged. He subsequently pleaded guilty and was sentenced to four years in prison.

In other cases:

• Emory Markel Jr., 34, of 1216 1/2 S. Ninth St., Ironton, was arraigned on three fourth-degree counts of trafficking in drugs (Alpha-PVP), to which he pleaded not guilty. Cooper set bond at $25,000 cash or surety and a pretrial was set for April 1.

• Jacob Ball, 27, of 1365 County Road 1 Apt. 11, South Point, pleaded guilty to a third-degree count of failure to comply with the order or signal of a police officer.

He was sentenced to three years in prison with 758 days of credit for time served.

• Craig Barker, 55, with an address listed as the county jail, had a pretrial hearing so a mental competency evaluation could be admitted on the record. He is charged with a fourth-degree count of resisting arrest.

According to the report by Court Clinic Forensic Services in Cincinnati, Barker is not competent to stand trial at this time, but could be restored to competency.

Cooper ordered the man to undergo treatment at Summit Behavioral Healthcare.

• Aaron Workman, 27, of 512 State Route 373, Pedro, was sentenced to one year in prison, a $1,250 fine and a six-month driver’s license suspension.

He previously pleaded guilty to third-degree tampering with evidence, fourth-degree burglary, fifth-degree possession of drugs and misdemeanor endangering children.

• Joshua Harless, 31, of 1176 County Road 104, Chesapeake, was sentenced to four years community control sanctions under intensive supervised probation and STAR for a fifth-degree count of failure to notify change of address, to which he previously pleaded guilty.

• Ricky Bare, 57, of 704 S. Seventh St., Ironton, was sentenced to four years CCS/ISP, four months GPS monitored home confinement, 200 hours community service and a total of $9,914 in restitution. He previously pleaded guilty in Judge D. Scott Bowling’s courtroom to a fourth-degree count of theft.

• Brian Gibson, 41, of 644 Limestone Branch, Salyersville, Kentucky, pleaded guilty to a fifth-degree count of identity fraud and a misdemeanor count of resisting arrest.

Bowling sentenced the man to six months in prison.

• Charles Lawson, 22, of 8223 Orangeburg Road, Maysville, Kentucky, was sentenced to four years CCS/ISP and 200 hours community service. He previously pleaded guilty to a fourth-degree count of receiving stolen property.

• Zachary Neace, 25, of 302 Susan Court, Ironton, was sentenced to 24 months in prison with a release to STAR when a bed becomes available, 200 hours community service and $800 in restitution. He previously pleaded guilty to a third-degree count of theft of a firearm.

• Donald Sharp, 34, of 309 Second Ave., Chesapeake, admitted CCS violations. Bowling sentenced the man to 60 days in prison.

• Jerry Roof, 45, of 615 Cliff St., Ironton, pleaded guilty to a fifth-degree count of harassment by an inmate. Bowling set sentencing for April 8.
