Proctorville man arrested for involuntary manslaughter

A Proctorville man accused of causing his wife to overdose on heroin in Scioto County was arrested Thursday and charged with involuntary manslaughter.

Scioto County Sheriff Marty V. Donini said the death of a women living at Heartland Nursing in Portsmouth had been under investigation for months.

Donini stated in a press release that during the investigation, detectives were able to determine that the victim’s husband, Timmy L. Smith, 53, had brought heroin into this facility and injected it into her body, which resulted in her death.

Detectives later received an autopsy report that confirmed the cause of death was a heroin overdose. Charges were presented to the Scioto County grand jury on Nov. 6, which resulted in an indictment warrant being issued on Thursday.

Detectives were able to get a location on the suspect in Lawrence County and with the help of the Lawrence County Sheriff’s Office, Smith was arrested without incident.

Smith has been charged with one count of involuntary manslaughter, a felony of the first degree. Smith will appear in common pleas court on a later date.
