Bank robber, 15 others face charges after grand jury indictments

A Proctorville man accused of two Rome Township bank robberies has been indicted by a Lawrence County grand jury.

Gary A. Spangler, 35, of 605 County Road 70, Proctorville, was arrested on Sept. 14 by Lawrence County Sheriff’s detectives Aaron Bollinger and Jason Newman following a traffic stop, where he was found with a loaded handgun in his vehicle. Further investigation led to also charging Spangler with the robberies of Liberty Bank earlier in the day on Sept. 14 and U.S. Bank on Sept. 8.

Spangler was indicted on two counts of aggravated robbery, first-degree felonies, having weapons while under disability, a third-degree felony and carrying concealed weapons, a fourth-degree felony.

Brianna D. Bond, 21, of 605 S. Eighth St., Ironton, third-degree felony of illegal conveyance of a drug of abuse on the grounds of a specified governmental facility.

Mark Miller, 42, of 310 Chinns Branch, Wurtland, Kentucky, assault on a peace officer, a fourth-degree felony and resisting arrest, a second-degree misdemeanor.

Alwalie L. Barber, 42, of 2750 East Vernor Highway, Detroit, Michigan, third-degree felonies of trafficking in drugs, tampering with evidence and possession of drugs.

Jessica N. Williams, 26, of 1632 Ohio St., Detroit, Michigan, third-degree felonies of trafficking in drugs, tampering with evidence and possession of drugs.

Malinda L. Jones, 58, of 15 Township Road 1215, Ironton, theft, fifth-degree felony.

Danny L. Otsby II, 28, of 9641 County Road 4, Ironton, theft, first-degree misdemeanor.

Vernon G. Jackson, 60, of 3046 County Road 1, Apt. 4, South Point, gross sexual imposition, third-degree felony.

Morgan Gibson, 25, of 1596 County Road 18, South Point, grand theft, fourth-degree felony.

Ryan Fuller, 20, of 14460, Athalia, escape, second-degree felony.

David M. Smith, 31, of 3060 County Road 1, South Point, third-degree felony of failure to comply with order or signal of a police officer and resisting arrest, second-degree misdemeanor.

Charles R. Calloway, 60, of 14618 Puritas Ave., Cleveland, operating a vehicle under the influence of alcohol or drugs, fourth-degree felony.

Neesa D. Fannin, 25, of 2000 Argulite Road, Flatwoods, Kentucky, tampering with evidence, third-degree felony.

William D. Yapp, 49, of 9371 County Road 1, South Point, six counts of complicity to trafficking in heroin, fourth-degree felonies, trafficking in heroin, a second-degree felony, trafficking in cocaine, fifth-degree felony and trafficking in drugs, fourth-degree felony.

Robert A. Duty, 51, of 9371 County Road 1, South Point, three counts of trafficking in heroin, fourth-degree felonies, trafficking in cocaine, fifth-degree felony and trafficking in drugs, fourth-degree felony.

Mark D. Smith, 65, of 1332 Kent St., Columbus, three counts of trafficking in heroin, fourth-degree felonies, a fifth-degree felony of trafficking in heroin, a second-degree felony of trafficking in heroin, trafficking in cocaine, fifth-degree felony and trafficking in drugs, fourth-degree felony.
