Greenup County Commissioners accept bids, budget

The Greenup County Fiscal Court opened and accepted bids on surplus vehicle sales during their meeting on Tuesday morning, to be reviewed and awarded at a later date.

They also opened bids on services for gas and oil, gravel and stone, asphalt and blacktop, and hauling services. Those bids will be awarded in June, and will take effect in July.

The court also had a second reading and accepted their budget as well. The county’s budget for 2017/2018 will be $14,578,925.

The county also approved payment of $2,426.69 to Harp Enterprises for a special wet/dry vote in Bellefonte, prompting brief discussion of avoiding those costs by delaying such votes until the general election and legislation at the state house that would resolve such cost issues.

In related old business, they moved to reimburse the county clerk $1,112.50 for special election workers. In other old business, they accepted a report on the McConnell House and river port, and to accept the deed of right-of-way for the Miller Family Cemetery, off County Road 1975 outside of South Shore.

In new business, the commissioners moved to:

• Approve expenses for required workshops and seminars.

• Accept the jail report, noting that the county had 130 inmates in custody.

• Accept the E-911 report, with director Buford Hurley noting that the service would be dispatching for Portsmouth Ambulance in the South Shore area beginning Wednesday.

• Accept the alternative sentencing report.

• Accept the conservation board report, with Doug Collins noting that the conservation board had given away over 10,000 trees in the past year, had 500 children participate in their writing contests, and information on farm funds that were made available to those with a farm number.

• Adopt a resolution endorsing the county road aid cooperative agreement.

• Accept the sheriff’s tax settlement. This noted that an audit that showed $200 unaccounted for from the office of Sheriff Keith Cooper had showed up in this year’s fees.

• Appoint Daniel Maynard as a trustee to the Lloyd Fire Department, to fill the remainder of Steve Nelson’s term.

• Appoint James Brom and Lorna Saylor to the Greenup County Library Board of Trustees for four year terms.

• Pay $5,884.20 to the county clerk for 2017 motor vehicle and boat bills.

• Make proclamations related to Distracted Driver’s Awareness Month and the Wurtland High School Class of 1967 veterans.

• Adopt a resolution approving an agreement with the Kentucky Transportation Cabinet for the Reed Street Project, which will invest $154,500 in blacktop efforts in Flatwoods.

• Approve an internal agreement with the city of Raceland for Gary Boyd to serve as their building inspector.

• Approve $275,808 for the purchase of a new Mack truck and accept $260,232.16 from the sale of an old Mack truck.

• Approve the purchase of two surplus vehicles from the state of Kentucky at costs of $6,500 and $7,500.

• Approve the Civic Development Block Grant (CDBG) application for the Lloyd Sewer 2017 project.

• Adopt a resolution supporting a sub allocated fund application for three projects – Greenup Riverfront, Lloyd Sidewalk and Coal Branch Overlook. There would be a 20 percent match required for each of the projects if grant funding was received.

• Approve an agreement with Rowan County Jail to house surplus jail population at a cost of $35 per inmate per day.

• Approve a four percent cost of living raise for employees.

• Approve the hiring of six seasonal employees to the road department for the summer.

The court also moved to pay bills from the general fund, road fund, jail fund, LGEA fund, landfill fund, E911, drug court, Greenup Count Adult Learning Center, and to pay a $10,000 match of an Ashland Alliance funding incentive for the Steel of West Virginia deal, with the incentive to come from economic development funds.
