CCTC sewer funds approved

Following a one-hour and 15-minute executive session with Lawrence County Humane Society director Laura Brown, the Lawrence County commissioners set the salary for Randy Thompson, who was recently named the society’s animal control agent and sworn in last month.

Appropriated for the position was $10,000. However, his actual pay salary will be $8,300, with the other $1,700 making up his benefits.

Thompson is also the current supervisor for Lawrence County Child Protective Services, as well as a police officer for the villages of Chesapeake and Proctorville.

Another executive session that lasted about 30 minutes, with Lawrence County Auditor Jason Stephens, Lawrence County Chief Deputy Auditor Chris Kline and Assistant Administrator of the URS Lisa Pine regarding pending litigation, preceded the commissioners approving a $400,000 appropriation for expansion and renovation that was done at Collins Career Technical Center. The $400,000 payment in Union-Rome sewer district funds is to pay a contractor who is working on a sewer project, and the money was approved with the appropriate funds.

Susan McComas, director of the Appalachian Children and Family First Council, spoke to the commissioners about the need for $1,500 to pay administrative fees to be able to continue helping families with children with disabilities.

The Appalachian Children and Family First Council receives about $38,000 a year in state funds to operate.
McComas said there is a critical need for $20,000 by July 1, when the new budget year begins, and that there is going to be a council board meeting sometime this week. Commissioner Bill Pratt asked her to let the commissioners know what happens at the meeting.

Also at the meeting, the commissioners:

• Approved and signed the weekly invoices and certificates as presented by the Auditor’s office.

• Approved one new and 11 renewed floodplain permits.

• Received and filed the dog warden report dated Dec. 17, Dec. 24 and Dec. 31, 2016.

• Approved three transfer funds.

• Approved 13 appropriate funds.

• Approved Commission President Bill Pratt to sign three demolition agreements.

• Approved and appointed Commissioner Bill Pratt to replace Les Boggs on the Tobacco Review Committee (SOACDF).

• Elevated the employment of James McQuaid from EMT to Advanced EMT with corresponding pay increase, effective Jan. 15, 2017.

• Terminated the employment of LCEMS employees, EMT Nathaniel Srofe and EMT Tara Lands, for failure to work shifts during their 180  days probationary period.

• Approved the blanket travel request for LCEMS for the Tri-State area hospitals, billing companies and other locations in the Tri-State area deemed necessary to conduct business within the state of Ohio.

• Received and filed the correspondence from the Department of Corp of Engineers for the Preliminary Jurisdictional Determination, regarding the Lawrence County Air Park.

• Approved Commission President Bill Pratt to sign the Request for Release Funds and Certification for Funds BF-16 and Recreation Activity for this coming year, as requested by Cindy Anderson, CAO.

• Appointed Debra E. Jones to serve on the Board of DD for a four-year term, beginning Jan 1, 2017, as requested by Judge David Payne.

• Approved the MOU to document the cooperation between the Wayne National Forest and Lawrence County Emergency Management Agency for sharing specific radio frequencies, as requested by Mike Boster, EMA Director.

• Approved Commission President Bill Pratt to sign the declaration claiming exemption from the EEOP Submission Requirements, as requested by David Marcum of the Lawrence County Prosecutor’s Office regarding the Lawrence Drug and Major Crimes Task Force. The exemption is for $40,000.

• Appointed Commissioner DeAnna Holliday, voting representative for the county commissioners to the CCAO Board.

• Accepted the 2016 final Amended Certificate for all funds for the county and the 2017 Amended Certificate funds for the county with actual carryover amounts.
